Description
The Construction Manager oversees complex civil infrastructure projects-including roadways, resurfacing, sidewalks, bridges, and drainage systems-from initial planning through final completion. This role manages CEI inspection staff, coordinates with contractors and design teams, ensures compliance with SCDOT and municipal standards, and leads all aspects of project delivery, contract administration, and quality control.

Duties and Responsibilities

DUTIES AND RESPONSIBILITIES (including but not limited to):

  • Manage heavy civil and municipal infrastructure projects from inception through close-out.
  • Oversee construction activities for road, resurfacing, sidewalk, and drainage projects.
  • Coordinate design alterations due to unexpected field conditions and recommend design changes to engineers.
  • Work with SCDOT, contractors, and project managers to resolve construction issues and minimize public impacts, including complex traffic situations.
  • Identify opportunities for cost savings, schedule improvements, and constructability enhancements.
  • Lead and supervise CEI inspection staff, ensuring all inspections and testing meet SCDOT and local specifications.
  • Monitor workflow, assign workloads, and provide scheduling guidance.
  • Ensure accurate construction progress reporting and recordkeeping.
  • Maintain quality and safety compliance, including documentation of construction or environmental issues.
  • Manage bidding processes, contract awards, pay applications, and change orders.
  • Review invoices, track project milestones, and ensure compliance with contract documents.
  • Evaluate consultant proposals, negotiate fees, and oversee third-party engineering consultants.
  • Review plans, specifications, and technical documents for accuracy and constructability.
  • Coordinate with citizens, contractors, design professionals, and internal departments.
  • Represent the County/City in meetings such as contractor coordination sessions.
  • Provide leadership and direction to inspection staff, including hiring, performance evaluations, training, and career development.
  • Ensure staff maintain required certifications and receive ongoing professional development.
  • Manage personnel matters including grievances, discipline, and training coordination.
  • May require evening, weekend, or holiday work as scheduled.

  • Designated to report to work during hazardous weather or emergency conditions: during major storms or emergencies, may be assigned to 24-hour shifts or modified schedules to support public safety and infrastructure needs.

Minimum Qualifications

  • Bachelor's Degree OR Associate's Degree with 10+ years or more of Construction Inspection and Supervisory Experience.
