Construction Manager - VA Medical Center

Full-Time, Onsite

Location: Montrose VA Medical Center - 2094 Albany Post Road, Montrose, NY 10548

Employment Type: Full-Time

Salary: $140,000 - $170,000 annually, commensurate with experience and qualifications

Contract Duration: Two-Year Contract with the Possibility of Extension

Anticipated Start Date: October 2026

Schedule: Standard business hours with occasional evenings, weekends, and off-hours as required to support construction schedules, hospital operations, and critical project milestones.
Position Overview

Emerging Tech is seeking an experienced Construction Manager to provide onsite construction management support for renovation, capital improvement, infrastructure, and facility projects at the Montrose VA Medical Center in Montrose, New York.

The Construction Manager will oversee projects from planning and design through construction, commissioning, and closeout. This role will work closely with VA leadership, contractors, architects, engineers, inspectors, and other project stakeholders to ensure projects are delivered safely, on schedule, within budget, and in accordance with VA requirements, federal regulations, contract specifications, and applicable industry standards.

The ideal candidate has significant construction management experience, strong project leadership skills, and experience working in active hospital, healthcare, institutional, or federal environments where construction activities must be carefully coordinated around ongoing operations and patient care.
Key Responsibilities
• Manage all phases of construction projects from planning through final completion
• Develop and manage project schedules, budgets, cost forecasts, and resource plans
• Monitor contractor performance to ensure work is completed on schedule, within budget, and in accordance with contract requirements
• Review and evaluate Requests for Information (RFIs), submittals, change orders, construction schedules, and project documentation
• Coordinate with VA leadership, architects, engineers, contractors, inspectors, and project stakeholders
• Conduct routine site inspections to verify construction quality, safety compliance, and project progress
• Prepare project status reports, cost analyses, budget updates, and executive briefings
• Identify project risks and implement mitigation strategies to maintain project objectives
• Support contract administration, commissioning, project closeout, and final turnover activities
• Coordinate construction activities to minimize disruption to patient care and daily hospital operations
• Maintain complete project documentation and ensure compliance with VA standards, federal regulations, applicable building codes, and contract requirements
Required Qualifications
• U.S. Citizenship is required
• Ability to obtain and maintain a favorable federal background investigation and security clearance
• Minimum of eight (8) years of construction management experience
• Demonstrated experience managing commercial, institutional, healthcare, or federal construction projects from planning through closeout
• Experience managing project budgets, schedules, contractor performance, quality control, and contract administration
• Strong knowledge of Design-Build and Design-Bid-Build delivery methods
• Ability to interpret construction drawings, specifications, contracts, and technical documents
• Experience using Microsoft Project, Primavera P6, Microsoft Office Suite, SharePoint, and other construction management software
• Strong leadership, communication, organizational, and problem-solving skills
• Ability to work full-time onsite at the Montrose VA Medical Center
• Bachelor's degree in Construction Management, Engineering, Architecture, or a related field preferred
Preferred Qualifications
• Experience supporting Department of Veterans Affairs (VA), Department of Defense (DoD), General Services Administration (GSA), U.S. Army Corps of Engineers (USACE), or other federal construction programs
• Experience managing construction projects within active hospital, healthcare, or medical center environments
• Experience managing construction budgets, cost controls, and project financial reporting
• Knowledge of VA construction standards, Interim Life Safety Measures (ILSM), infection control requirements, and construction within occupied healthcare facilities
• PMP, Certified Construction Manager (CCM), OSHA 30, LEED, or other relevant construction or project management certifications
Work Environment

This position requires full-time onsite support at the Montrose VA Medical Center in Montrose, New York.

The selected candidate will work within an active federal healthcare environment and will coordinate with government personnel, contractors, architects, engineers, and project teams to successfully deliver construction projects while minimizing disruption to hospital operations and patient care.
