Highlights of the Role

EPCOR USA is seeking an experienced Construction Manager to support water and wastewater Capital Improvement Projects (CIP) throughout the Greater Phoenix area. This role is responsible for field-level construction management with hands-on inspection oversight, ensuring projects are delivered safely, on schedule, and in compliance with EPCOR standards, approved plans, and regulatory requirements.

Serving as EPCOR's primary field representative, the Construction Manager coordinates closely with contractors, inspectors, engineers, operations teams, and external agencies. The ideal candidate brings deep utility construction experience, strong technical judgment, and the ability to manage multiple active construction sites in a fast-paced environment.

What you'd be responsible for

Construction Management & Field Coordination
  • Serve as EPCOR's on-site representative, overseeing daily construction activities for water and wastewater infrastructure projects.
  • Coordinate construction efforts with contractors, EPCOR Project Managers, inspectors, operations staff, and design teams.
  • Review construction schedules, identify sequencing conflicts, and collaborate with project teams to mitigate impacts.
  • Issue and manage field directives addressing constructability issues, design clarifications, and unforeseen site conditions.
  • Act as field liaison on projects requiring coordination with outside agencies and utilities, including:
    • City of Phoenix and surrounding municipalities
    • Maricopa County DOT (MCDOT)
    • Salt River Project (SRP)
    • Arizona Public Service (APS)

Inspection & Quality Assurance
  • Perform and oversee inspections to verify construction complies with approved plans, specifications, permits, codes, and EPCOR standards.
  • Monitor contractor manpower, equipment, workmanship, and construction sequencing.
  • Verify materials and equipment align with approved shop drawings and submittals.
  • Coordinate and observe required testing and commissioning activities, including pressure testing, disinfection, bacteriological sampling, leakage and deflection testing, valve verification, and CCTV inspection.
  • Research existing utility systems to support construction planning and resolution of field issues.

Compliance, Safety & Permitting
  • Enforce compliance with EPCOR standards, permit requirements, and regulatory approvals.
  • Coordinate field inspections and acceptance activities with permitting authorities and utility partners.
  • Monitor contractor adherence to EPCOR safety policies and OSHA requirements.
  • Maintain awareness of contract changes, revisions, and clarifications affecting work in progress.

Documentation, Cost & Schedule Control
  • Prepare accurate daily construction reports documenting progress, inspections, testing, and field activities.
  • Review contractor progress payment applications and provide approval recommendations.
  • Evaluate change order requests, material substitutions, and technical submittals; provide field-based input to Project Managers.
  • Review record drawings and ensure final documentation meets EPCOR standards.
  • Track schedule performance and document deviations from baseline schedules.

Additional Information
  • Support additional projects or duties assigned based on workload and organizational priorities.
  • Occasional short-duration travel to other EPCOR service areas may be required.

What's required to be successful
  • Bachelor's degree in Engineering, Construction Management, or a related field, OR an equivalent combination of education and professional experience.
  • Minimum 5 years of experience as a Project Engineer, Construction Manager, or Inspector on major construction or utility infrastructure projects.
  • Minimum 5+ years of hands on experience in construction management and/or inspection for water, wastewater, or civil utility projects.
  • Experience performing as a Senior Construction Manager (CM) and/or lead inspector on projects of similar size and complexity
  • Experience supporting or performing in mid level CM or inspection roles with increasing responsibility for project coordination and delivery.
  • Proven track record of successful project delivery, including coordination with contractors, agencies, and stakeholders in a field-based environment.
  • Ability to read and interpret engineering plans, specifications, schedules, and submittals.
  • Working knowledge of:
    • Water and wastewater construction materials and methods
    • Utility inspection practices
    • OSHA and construction safety regulations
    • Construction sequencing and schedule fundamentals
  • Proficiency in Microsoft Office applications for reporting and documentation.
  • OSHA 10-Hour Construction Training (minimum).
  • CCM, PMP, or similar professional certification (preferred)
