Full Job Description
Construction Manager

The Construction Manager (CM) is responsible for the overall construction execution and coordination of multiple concurrent DCC Cold Lake projects, operating within Bird's organizational structure in the IOP and QRA Work Programs. This is a program level, project based role aligned with the Construction Manager responsibilities set below, adapted to oversee multiple projects and teams simultaneously.
The CM serves as the primary construction liaison between DCC and Bird's Project Director, providing leadership, alignment, and consistency across all project teams.

What You Will Be Working On

Multi-Project Oversight
  • Provide overall construction leadership across multiple active projects and workstreams.
  • Coordinate and align Project Managers, Site Superintendents, Safety, Logistics, QA/QC, and Shared Services.
  • Ensure consistent implementation of Bird construction processes, standards, and reporting across all projects.
  • Manage interdependencies, sequencing, and constraints between concurrent projects.

Client & Executive Liaison
  • Act as the primary day-to-day construction contact with DCC.
  • Represent Bird in client coordination meetings and support issue resolution.
  • Maintain clear communication with Bird's Project Director on progress, risks, and emerging issues.
  • Escalate critical schedule, cost, safety, quality, or security matters as required.

Leadership & Team Management
  • Provide direct oversight and direction to Project Managers and Site Superintendents.
  • Ensure projects are adequately resourced and teams are aligned with priorities.
  • Reinforce a strong safety culture and professional site leadership.
  • Coach and support PMs and Superintendents in line with Bird operational expectations.

Schedule, Cost & Risk Control
  • Oversee alignment of master schedules and key milestones across all projects.
  • Support schedule recovery, resequencing, and mitigation strategies where required.
  • Ensure timely, accurate construction input into cost, schedule, and risk reporting.
  • Support Bird cost control and forecasting processes through Project Managers.

Safety, Quality & Compliance
  • Ensure compliance with Bird HSE Manual, DCC requirements, and site-specific security protocols.
  • Oversee consistent QA/QC implementation and deficiency resolution.
  • Support inspections, audits, and construction close-out activities.


What We Are Looking For
  • 10+ years construction experience with large, complex, multi-project programs
  • Prior experience as:
    • Construction Manager, Senior Project Manager, or General Superintendent
  • Strong background in:
    • Institutional / infrastructure / defence or high-security projects
    • Multiple concurrent project delivery
  • Proven ability to interface directly with clients at a senior level
  • Strong leadership, coordination, and decision-making skills
  • Familiarity with Bird systems and processes (preferred)
