Job Overview:

We are currently seeking a highly qualified Construction Manager to join our team for DOD Petroleum, Oils, and Lubricants (POL) Fuels contracts at Joint Base Pearl Harbor-Hickam in Hawaii. The successful candidate will play a vital role in supporting the management and execution of fuels-related projects for the Department of Defense (DOD), ensuring efficient and effective delivery of services while adhering to all contractual requirements and safety standards.

Key Responsibilities/Accountabilities:
  • Collaborate with the Project Manager to oversee all aspects of DOD POL Fuels contracts at Joint Base Pearl Harbor-Hickam, including procurement, storage, distribution, and quality control.
  • Assist in the development and implementation of project plans, schedules, and budgets, ensuring alignment with client requirements and contractual obligations.
  • Coordinate with internal teams, subcontractors, and DOD representatives to ensure project objectives are met within scope, budget, and timeline constraints.
  • Monitor project progress, identify potential risks and issues, and implement effective mitigation strategies to ensure project success.
  • Provide leadership and guidance to project team members, fostering a collaborative and high-performing work environment.
  • Conduct inspections to assess safety compliance, and quality standards.
  • Assist in the preparation of project documentation, reports, and presentations for stakeholders and regulatory agencies.
  • Manage client communications and ensure timely and accurate responses to inquiries and requests.
  • Collaborate with procurement specialists to facilitate the acquisition of fuels and related resources, complying with DOD procurement regulations.
  • Support contract administration activities, including invoicing, budget tracking, and change order management.
  • Stay informed about industry trends, best practices, and regulatory changes related to fuels management and incorporate relevant updates into project plans and procedures.
  • Uphold a strong commitment to safety, environmental compliance, and quality assurance throughout all project phases.

Basic Qualifications:
  • Familiarity with DOD regulations and guidelines governing fuels procurement, storage, distribution, and quality control.
  • Strong organizational, communication, and leadership skills, with the ability to effectively collaborate with diverse stakeholders.
  • Knowledge of safety regulations and practices applicable to fuels handling and storage operations.
  • Ability to obtain and maintain necessary security clearances as required by DOD contracts.
  • Experience working in a military or federal government environment is a plus.
  • Flexibility to travel as needed to support project requirements.

As of the date of this posting, a good faith estimate of the current pay range for this position is $110,000 - $120,000 Per Year. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
