OVERVIEW

Assignment

This contract Construction Manager will work with the Transmission Line Maintenance Technical Services (TEZM) organization at *** (BPA). With oversight from the BPA manager, this position will provide field support and management for BPA's Wireless program and will confirm and document that construction, upgrades, maintenance, and decommissioning of wireless facilities located on transmission facilities meet all established field procedures, policies, standards, and safety measures. This position's official duty station is Vancouver, WA, but the work of this position will be primarily performed off-site. In addition, up to 95% travel may be required to various wireless locations throughout the BPA service area of Oregon, Washington, Idaho and Montana.

Organization

Asset Reliability and Maintenance group, TEZM, provides support to the Field Service and Design organizations TF and TE related to asset maintenance and performance for high voltage substation equipment and transmission lines.

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

Assist the BPA Wireless Project Manager, Project Engineer and Construction Manager in preparation of specific project releases to construct, maintain, upgrade, and decommission wireless sites on BPA transmission facilities. In some cases, these tasks will be accomplished with the lines still energized, and the construction manager will provide technical expertise and recommendations concerning applicable construction practices, assess critical issues associated with specific projects, and review sites to be constructed. May also represent the BPA Project Manager/Engineer/Construction Manager in field meetings and site visits and provide technical input regarding best construction practices.

Provide on-site coordination and act as liaison between the BPA Wireless Project Manager/Engineer/Construction Manager and the contractor[s] chosen to install, maintain, upgrade, and decommission wireless projects on BPA transmission facilities.

Provide technical guidance to contractors regarding installation, maintenance, upgrading, and decommissioning wireless projects on BPA transmission facilities.

Complete daily reports for the Wireless Project Manager/Engineer, documenting progress, issues, and results of work done by contract site installers.

Provide assistance to the contractors in terms of specific issues related to the construction and upgrades of wireless facilities. Items addressed will include site access, Minimum Approach Distances (MAD), antenna installation questions and concerns, safety concerns, arc flash issues related to panels, property owner issues, and more.

Facilitate problem solving in the field when design documents may conflict with actual site conditions, causing constructability issues.

Communicate with BFTE PM or TELM Supervisor for direction and authorization regarding resolution of unforeseen issues with affected landowners, jurisdictions, and other problems encountered during construction, maintenance, upgrade, and decommissioning of wireless facilities.

Act as a liaison between the contractor and BPA Dispatching as needed.

Provide work reports and summaries of work accomplished by the contractor, as needed.

Provide written input and observations related to on-going construction, upgrades, maintenance, and decommissioning of wireless projects.

Coordinate with the BPA Wireless Project Manager/Engineer/Construction Manager to develop work schedules and availability for upcoming projects.

Monitor construction of new transmission lines and tower types, verifying that spare towers are obtained for outage restoration and entered into EMS records. This also includes properly identifying and documenting new hardware and conductors not currently in the system.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

An Associate's or Bachelor's degree in Construction Science, Construction Management, Civil Engineering, or directly-related field is preferred.

10 years of construction/building management is required

Experience must include:

Managing construction of projects associated with the bulk electric system to include: access road, site development, foundation, substation, transmission line, telecommunication, and/or non-electric facility construction projects.

Developing cost estimates.

Disseminating technical information in writing and orally to outside agencies.

Required Technical Skills & Experience (required on matrix)

Familiarity with wireless installations and operation of transmission systems.

Working knowledge of all safety issues associated with working in high-voltage environments

Knowledge and experience of construction practices when working with Minimum Approach Distances (MAD) on energized lines.

Knowledge and experience working with BPA "Hold" and "Clearance" Orders with Dispatch Operations, or comparable knowledge/experience in other private or public electrical utilities

Knowledge and experience with BPA Grounding procedures, or comparable knowledge/experience in other private or public electrical utilities

Preferred Skills & Experience (optional on matrix)

Knowledge of impact reliability risks to transmission systems is.

Experience in performing and overseeing 'proximity work' on fully energized transmission structures and lines.

Valid U.S. Driver's License is required.

First Aid/AED/CPR Certification required within 30 days of assignment start. Worker/Employer is responsible for maintaining current certification.

Energized Facility Permit is required within one year of assignment start. Type: Substation Entry Permit (SEP)

Footwear: ASTM F 2413-11 with an EH Rating or ASTM F2413-18 with an I/C/EH Rating. Footwear must lace up over the ankle and have a rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.

Electrical and Arc-Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and Health Policy for work on or near an energized facility.

User Type:

Everyday: Intended for workers who perform work on a daily basis on electrical systems.

Additional PPE required by State or Federal OSHA for the work being performed. Refer to Ad-hoc PPE Requirement Appendices.

Hazards & Risks

Assignment requires frequent walking, bending and stooping.

Assignment requires the ability to lift and carry 20 pounds.

Assignment requires a minimum level of physical ability sufficient to lift, carry, move and stack equipment weighing up to 20 pounds. Bending stooping, lifting, kneeling, reaching and walking for short distances (up to 500 yards) may be required.

Assignment requires the ability to lift items approximately 20 pounds in weight on and off vehicles and maneuver them, using wheeled carts, to designated locations.

Assignment requires frequent walking on uneven terrain.

Assignment requires working knowledge and safe use of basic hand tools such as a drill, hammer and saw.

Assignment requires occasional use of machete or other vegetation cutting tools is anticipated for field work.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

Inspection / IT Testing

Processes and procedures must ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).

HR Support

CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).

All work products must be reviewed and finalized by appropriate federal employees.

Policy Development

BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption.

Interpretation of Policy/Regulations

Only BPA federal employees may determine the applicability and interpretation of regulations.

CFTE are not permitted to "interpret" regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

Representing BPA

Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.
