Full Job Description
Location: Manitou Islands, MI
Salary Range: $80,000 - $95,000 annually DOE
Period of Performance: This is an awarded project with work to begin immediately

Project/Position Overview:

This project involves a complete rehabilitation of 35 historic structures, two ferry docks, and the associated utility infrastructure. Key aspects of the work include the demolition of existing docks, followed by dredging and the construction of new docks.

Additionally, the project will upgrade the site's utility systems. This includes repairing existing utilities, constructing a new chlorination building and a new water distribution system, and upgrading the septic systems.

Responsibilities and Duties:
  • Provides technical assistance and support to CO during construction.
  • Reads, interprets, and understands the construction contract plans and specifications
  • Arranges, attends, and facilitates a variety of meetings, including weekly meetings at the project site.
  • Documents issues encountered and problems experienced with the construction contractor.
  • Reviews contractor's baseline and progress schedules.
  • Drafts project related correspondence for NPS to review.
  • Understands and documents inspections during and post construction as well as mock-up inspections
  • Inspects the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards
  • Delivers, reports, and reviews evaluations, design work, etc. to CO.
  • Reviews and processes construction contractor's RFIs and cost proposals
  • Assists in resolution, draft response, tracking, and follow up.

Required Education, Knowledge and Skills:
  • Education related to marine construction, utility replacement, historic preservation, architecture, and engineering.; AND 5+ years of management experience in the construction management field
  • Experience and/or knowledge of National Historic Landmarks and the performance of historic restoration/rehabilitation work
  • Experience in marine construction and utility replacement
  • Experience and/or knowledge of abatement and lawful disposal of hazardous materials including bulk asbestos and lead-based paint
  • Understanding of civil, mechanical, electrical, and plumbing systems.
  • Experience in managing large-scale construction projects, particularly those involving historic preservation
  • OSHA 30-hour construction safety training preferred.
  • Knowledge and experience with construction practices including applicable building codes, applicable safety regulations
  • Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
  • Ability to evaluate payment requests
  • Ability to read and interpret plans, schedules, and other specifications.
  • Written and verbal communication, problem-solving, and conflict resolution skills
  • Knowledge of software including MS Teams, MS Word, MS Excel, Adobe Acrobat, ProjectTeam, Primavera, MS Project, and other software programs typically utilized.
  • Ability to communicate effectively with a diverse range of individuals.
  • Ability to multi-task and prioritize in a fast-paced work environment.
  • Must maintain a valid driver's license.
