Full Job Description
We are seeking an experienced Construction Management Representative (CMR) to provide full-time, on-site construction management and quality assurance support for an upcoming National Park Service project at Jacob Riis Park in Queens, New York.

The project includes rehabilitation of parking and entrance facilities, infrastructure for an automated fee collection system, concrete repairs, pavement work and striping, traffic-management barriers and gates, lighting, fencing, accessible parking and beach access routes, demolition, and related site improvements.
Responsibilities
  • Provide on-site construction management and inspection support.
  • Inspect construction for progress, workmanship, quality, safety, and contract compliance.
  • Perform Quality Assurance surveillance of the contractor's Quality Control program.
  • Participate in preparatory and initial Three-Phase Control inspections.
  • Prepare detailed daily construction reports and photographic documentation.
  • Review technical and informational submittals.
  • Review and track Requests for Information (RFIs).
  • Review baseline and progress schedules.
  • Review contractor payment requests and supporting documentation.
  • Review certified payrolls and conduct periodic labor interviews.
  • Monitor contractor safety and Accident Prevention Plan compliance.
  • Participate in weekly progress, safety, and quality-control meetings.
  • Review contractor CQC daily reports.
  • Verify asphalt pavement testing is performed in accordance with project requirements.
  • Collect and review concrete batch tickets.
  • Assist with construction modifications, cost estimates, proposal analysis, negotiations, and documentation.
  • Perform substantial completion inspections and assist with punch-list/closeout activities.


Requirements

  • Minimum 7 years of experience performing construction work, supervision, or inspection on projects of the same or similar nature.
  • Minimum 3 years of Construction Management or Construction QC/QA experience, including experience utilizing the Three-Phase Inspection process.
  • Current OSHA 30-Hour Construction Safety training.
  • Knowledge of applicable construction practices, building codes, safety requirements, and Architectural Barriers Act Accessibility Standards (ABAAS).
  • Experience with construction cost breakdown estimating and technical writing.
  • Ability to review and understand construction drawings, specifications, schedules, submittals, and RFIs.
  • Computer proficiency with Microsoft Word and Excel.
  • Ability to open and manipulate Oracle Primavera Project and Microsoft Project.
  • Strong written and verbal communication skills.
Preferred Experience

Candidates with previous experience involving parking lots, roadway/site improvements, asphalt pavement, concrete, accessibility improvements, traffic control, lighting, fencing, demolition, or federal construction projects are strongly encouraged to apply.
