We are seeking an experienced Construction Inspector (CI) that will support the U.S. Coast Guard (USCG) Yard in Baltimore, MD by providing independent construction inspection services throughout the UESC design-build project. You will verify construction activities, workmanship, materials, safety protocols, technical specifications, design documents, and applicable USCG requirements are met throughout construction, commissioning, and closeout. This position is contingent upon contract award. If awarded the construction is scheduled to begin in October 2026 and continue through October 2028, with an anticipated contract duration of approximately 24 months. Key Responsibilities: • Provide continuous, independent construction inspection services to verify that the ESCO and subcontractors meet technical specifications, design documents, safety protocols, and USCG requirements. • Conduct full-time daily field surveillance during active construction and demolition activities. • Verify workmanship, installation methods, and materials comply with approved designs, manufacturer specifications, and applicable contract standards. • Inspect delivered equipment and materials against approved submittals. • Observe and document specialized inspections, including weld inspections, electrical testing, and boiler/pressure vessel inspections. • Identify, photograph, and document deficiencies, non-compliant work, quality defects, and safety concerns; maintain a deficiency log and track corrective actions. • Monitor compliance with the approved Accident Prevention Plan, USCG Yard safety rules, applicable codes, regulations, and required safety permits. • Witness field tests, equipment startups, system testing, and commissioning activities; review testing reports for conformance with specifications. • Maintain daily logs, photographic logs, deficiency/non-compliance logs, weekly reports, and monthly summary reports. • Review and verify as-built drawings, equipment warranty databases, training materials, O&M manuals, spare parts lists, commissioning reports, and other closeout submissions. • Coordinate with the prime contractor, subcontractors, USCG personnel, COR, safety officers, project managers, and other base stakeholders. • Prepare final inspection reports and provide written recommendations to the COR and KO. Qualifications to be successful in the role: • Minimum of 10 years of construction inspection, quality control, or superintendent experience, or at least 5 years of experience with a relevant engineering degree, PE, PMP, or QA/QC certification. • Demonstrated experience on federal construction projects and similar infrastructure projects involving utilities, energy systems, waterfront facilities, site utilities, roads, and design-build projects. • Extensive hands-on quality assurance experience in the State of Maryland. • Knowledge of local trade capabilities and experience managing multiple trades and contracts. • Strong background as a client technical representative, overseeing supervision and QA/QC duties. • Must possess relevant certifications or licenses, such as a Professional Engineer (PE), ICC certification, PMP, or QA/QC certification and be well-versed in federal, state and local building codes. • Must have current OSHA 10-Hour or OSHA 30-Hour certification. • Demonstrated experience using Procore or other construction management software, with Procore required. • Ability to analyze contractor construction schedule updates and verify realistic physical progress. • Must meet USCG access and credentialing requirements, including CAC, DBIDS, or RAPIDGate eligibility and applicable security screening requirements. • Ability to see, hear, walk, drive, climb, reach, stoop, bend, and lift up to 50 pounds. • Ability to work in construction-site conditions, including noise, dust, heights, odors, enclosed spaces, unstable footing, steps, rough terrain, adverse weather, ladders, and roofs.
