Full Job Description
As our Colorado operations continue to expand, we're seeking a Construction Engineer who is ready to take on greater responsibility, lead project delivery efforts, and help grow our construction services presence across the region.

This is more than a construction inspection role. It's an opportunity to serve as a trusted advisor to clients, influence critical project decisions, mentor developing staff, and play a key role in delivering transportation and site development projects that shape Colorado's communities for decades to come.

What You'll Do

As a Construction Engineer, you'll oversee the successful delivery of transportation, roadway, utility, drainage, and site development projects from construction kickoff through final acceptance.

You'll combine technical expertise, sound judgment, and strong relationship-building skills to help clients navigate complex construction challenges while ensuring projects are delivered safely, efficiently, and in compliance with project requirements.

Project Leadership & Construction Management
  • Lead construction administration, observation, and quality assurance efforts on transportation, roadway, utility, drainage, and site development projects of varying size and complexity.
  • Serve as the owner's representative during construction, ensuring projects are delivered safely, efficiently, and in accordance with contract requirements.
  • Interpret and apply Colorado Department of Transportation (CDOT), municipal, county, and federal specifications, standards, and contract documents.
  • Evaluate field conditions, identify risks, and develop practical solutions to maintain project quality, budget, and schedule.
  • Provide technical guidance related to grading, drainage, utilities, pavement, structures, traffic control, stormwater systems, and constructability challenges.
  • Exercise independent judgment in resolving field issues, recommending modifications, and coordinating solutions among project stakeholders.


Transportation & Site Development Inspection
  • Perform and oversee construction inspection activities for roadway, bridge, intersection, utility, drainage, traffic signal, multimodal, and transportation infrastructure improvements.
  • Inspect grading, earthwork, underground utilities, storm sewer systems, water and sanitary sewer installations, retaining walls, pavement, concrete structures, and site development improvements to verify compliance with plans and specifications.
  • Monitor contractor operations and construction sequencing, ensuring adherence to project requirements, safety standards, erosion control measures, and traffic control plans.
  • Coordinate with developers, contractors, municipalities, counties, DOT's, utility providers, and regulatory agencies to proactively address field issues and maintain project schedules.
  • Verify compliance with stormwater management, erosion and sediment control requirements, environmental permits, and applicable regulatory standards.
  • Review and document construction activities, material deliveries, testing results, quantities, and contractor performance.


Client Partnership & Project Delivery
  • Serve as a trusted advisor and owner's representative throughout project delivery.
  • Build strong relationships with clients, contractors, municipalities, developers, utility providers, and regulatory agencies.
  • Lead project meetings and facilitate communication among project teams and stakeholders.
  • Assist clients in evaluating construction alternatives, managing risk, controlling costs, and minimizing schedule impacts.
  • Represent client interests in resolving contractor disputes, change requests, claims, and other project challenges.
  • Communicate project updates and construction impacts to stakeholders and the public as needed.


Quality Assurance & Technical Oversight
  • Oversee inspection and testing activities including earthwork, density testing, concrete placement, asphalt paving, utility testing, and site development infrastructure improvements.
  • Ensure compliance with CDOT documentation requirements, quality assurance procedures, materials testing standards, and contract specifications.
  • Review testing results, contractor documentation, pay quantities, and payment estimates while protecting the client's interests.
  • Identify deficiencies, recommend corrective actions, and work collaboratively with project stakeholders to achieve successful project outcomes.
  • Maintain accurate project records, daily reports, photographic documentation, and audit-ready project files.


Team Development & Growth
  • Provide leadership, mentorship, and technical guidance to inspectors and junior staff.
  • Coordinate with subconsultants to ensure project scope, schedule, budget, and quality expectations are achieved.
  • Support the continued growth and expansion of HR Green's Colorado construction services practice.
  • Collaborate with project managers and leadership on staffing, project pursuits, client relationships, and strategic growth initiatives.
  • Contribute to a culture of technical excellence, innovation, collaboration, and continuous improvement.


What We're Looking For

Highly desirable candidates will possess experience working on Colorado Department of Transportation (CDOT), County, and/or Municipal projects and hold relevant CDOT, WAQTC, ACI, and Traffic Control certifications. Equivalent DOT certifications from other states will also be considered.

Required Qualifications
  • Bachelor's degree in Civil Engineering or a related engineering discipline.
  • 5+ years of construction engineering, construction observation, inspection, or construction administration experience.
  • Strong understanding of transportation construction practices, construction administration, and quality assurance procedures.
  • Ability to interpret plans, specifications, contracts, and regulatory requirements.
  • Excellent communication, problem-solving, organizational, and client relationship skills.
  • Experience utilizing construction testing equipment and inspection tools.
  • Proficiency with Microsoft Office Suite.
  • Valid driver's license and ability to travel to project sites throughout Colorado (Yes).


Preferred Qualifications
  • Experience with transportation infrastructure projects including roadway reconstruction/rehabilitation, stormwater management, intersections, bridges, drainage/underground systems, traffic control, utility improvements, and associated infrastructure.
  • Working knowledge of Colorado Department of Transportation (CDOT) construction specifications, documentation requirements, quality assurance procedures, and materials testing standards.
  • Experience serving as the primary field representative for public agencies, municipalities, transportation departments, developers, or private-sector clients.
  • Professional Engineer (P.E.) license or ability to obtain licensure.
  • Previous experience leading inspectors, technicians, or project teams.

Compensation Range

$80,000 - $130,000

The expected compensation range for this position is displayed in accordance with the Colorado Equal Pay for Equal Work Act. The final agreed-upon compensation is based on a number of factors, including but not limited to: individual education, qualifications, skills, prior work experience, competencies, and geographic work location. The total annual compensation package may consist of a base salary and eligibility to participate, after a qualifying period, in our performance and discretionary incentive bonus program(s).
