ABOUT THIS POSITION

The Aviation Department has a vacancy for a Construction Accountant IV position. This position will provide accounting and budgeting support for the division's management of projects. The Construction Accountant IV will review the financial impact of legislative files for City Council approval, and other budget control documents such as change orders, and Request for Services (RFS) forms. Additionally, this position will be responsible for reviewing and making suggestions to revise department specific and citywide forms and reports relating to the capital program and other related maintenance/repair operating budget cost center projects.

The duties include the following:
  • Provides budget project accounting, construction accounting support, and payment request set up and monitoring for the Design and Construction Services Division's management of projects.
  • Manages assigned project financial controls to ensure compliance with contract and City requirements, in coordination with the DCS Project Managers.
  • Works with DCS Project Managers on monitoring City Council Not-To-Exceed Payment Ordinances, Contract Encumbrances in SAP by the Streets Transportation Department Fiscal Section, and signed City Clerk Contract Amounts with Licensed Technical Registrants under Arizona Revised Statues Title 34.
  • Coordinates assigned projects with other City Departments, public utilities such as Arizona Public Service, and other outside stakeholders as required.
  • Prepares complex financial reports, correspondence, and memos.
  • Attends meetings and conferences where accounting policies, accounting problems, and reports are discussed.
  • Analyzes and researches accounting problems and recommends solutions.
  • Uses financial computer applications.
  • Maintains regular and reliable attendance.
  • Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
This position is located at Phoenix Sky Harbor International Airport at 500 S. 24th Street, in Phoenix, Arizona 85034.

IDEAL CANDIDATE

  • Advanced budgeting experience/knowledge of governmental operating budgets and capital budgets.
  • Possess a working knowledge of funding sources and eligibility requirements to assist Engineers, Project Managers, and management with project budget, expenditures, and contract commitments/encumbrances.

SALARY

Pay Range: $88,316.80 to $130,478.40 annually.

Hiring Range: $88,316.80 to $$124,259.20 annually.

MINIMUM QUALIFICATIONS

  • Five years of professional accounting experience.
  • One year in a supervisory capacity.
  • Bachelor's degree in accounting, business or public administration or a related degree.
  • Other combinations of experience and education which meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Five or more years of professional accounting, budgeting, or related financial experience.
  • Three or more years of professional experience in public administration, governmental research, or finance.
  • Experience in preparing complex financial reports.
  • Experience working on construction and capital improvement programs.
  • Experience working with an Enterprise Fund budgeting and accounting.
  • Experience in tracking capital budget funding sources, project budgets, expenditures, and contract commitments and encumbrances.
  • Experience in using financial computer applications such as the SAP financial management system, Oracle's Unifier Capital Project Management System, or other related financial construction project management systems.
  • Experience in tracking the financial side of capital projects including design pay requests, construction invoices, and other soft costs charged to projects.
