About The Division:

The Treasury Operations division is the center of financial operations for the state, managing the daily movement of over 200,000 transactions across more than 400 bank accounts. Treasury Operations receives and processes deposits for all state agencies, pays all state disbursements, reconciles state bank accounts and accounts for all state agency cash and interest earnings. The division efficiently ensures the safety and control of the state's treasury, which is approximately a $65 billion pool of funds, and positions them for optimal investment returns.

Work Hours:

8 a.m. to 5 p.m.; 40 hours MF; hours may change based on business need. Occasional state holiday, weekend and/or late evening work may be required.

Minimum Qualifications

Education:

• Graduation from an accredited college or university with a degree or coursework in one of the following: business, economics, accounting, finance, and government.

Experience:

• Ten (10) years of extensive analytical/statistical experience.
• Ten (10) years experience in public finance, debt management and oversight, securities regulation, financial accounting, cash flow forecasting, or federal regulatory matters.
• Ten (10) years of experience in the management and direction of a program relevant to public finance, cash management, debt management, securities regulation, financial accounting or finance.
• Extensive higher level administrative experience including ten (10) years in a managerial capacity.

Preferred Qualifications

Preferred Education:

• Advanced degree or coursework in finance with a concentration or emphasis in finance or public finance or law degree with emphasis in finance, public finance, or government.

Substitutions

Experience and education may be substituted for one another with a maximum of 120 hours (four years).

In this role you will:

Provide direction, guidance, support and assistance for the activities and daytoday operations of the Public Finance division.

• Communicate agency and division goals, policies, and objectives.
• Develop priorities and guidelines for the division to ensure proper oversight of public finance responsibilities of the Comptroller's Office.
• Monitor work performance and provide supervision and guidance to employees.
• Conduct evaluations, develops competencies, and resolves employee issues.
• Serve as a role model, mentor and motivator to employees.
• Demonstrate professional conduct and adherences to agency policies.
• Ensure employee development and utilization of educational opportunities.
• Responds to telephone calls and emails: problem solves and attends meetings.

Manage and oversee the state's cash flow and the issuance of Tax and Revenue Anticipation Notes as necessary to address temporary cash flow shortfalls.

• Develop subject matter expertise on state and federal laws and regulations relevant to the issuance of short term notes.
• Establish and maintains processes and procedures to ensure compliance with federal and state statutory and regulatory framework, including maintenance of taxexempt status and arbitrage compliance.
• Review all aspects of bond transaction documents, financial strategy, presentations to rating agencies, and sale procedures, to ensure the successful note issuance.
• Respond to calls from prospective investors and underwriters seeking information on note issuance.
• Prepare presentations to executive administration and keeps supervisors apprised of significant issues.
• Participate in activities related to the legislative process including providing legislative testimony and oversees the implementation of legislative changes.

Manage and support the Comptroller's responsibilities to provide financial disclosure on behalf of the Comptroller and state issuers in compliance with federal continuing disclosure laws.

• Study and develop expertise on continuing disclosure responsibilities in connection with state securities, including understanding state and federal laws and regulations pertaining to disclosure, and acts as subject matter expert.
• Oversee and manage continuing disclosure responsibilities, including the periodic update, and distribution of the bond appendix, review of state issuer disclosure documents, and the preparation of issuer disclosure letters.
• Establish documented procedures and trains staff and other stakeholders, who have a role in disclosure to ensure compliance and that the responsibilities are met.

Study, develop expertise, and provide information and recommendations regarding public finance matters related to securities and debt issuance.

• Stay informed of market trends and public securities developments.
• Analyze and provide recommendations, summaries, or guidance on public security related issues, local government debt, education debt, pension obligations, and other municipal finance matters.
• Analyze legislation and/or testifies in legislative hearings as directed.

Serve as Comptroller's primary designee on the Bond Review Board (BRB).

• Attend board meetings and acts as liaison to the BRB.
• Analyze, summarize, and understand pending issues before the BRB; briefs Deputy Comptroller and responds to questions.
• Develop understanding of issues affecting state and local debt.
• Monitor and coordinate issues affecting the continuing disclosure agreement between the Comptroller and the BRB and coordinates with the General Counsel's office on revisions.

Oversee the process to provide liquidity for debt issued by a state agency, establishing policies and procedures that protect the liquidity needs of the Treasury while providing a benefit to the state.

• Understand and assess the credit rating implications of the Comptroller's liquidity commitments.
• Understand and evaluate the impact of liquidity commitment requests by state agencies and make recommendations.
• Review and understand liquidity agreements and actively participate in negotiations with legal counsel and requestors.

Oversee and ensure agency's statutory responsibility to register municipal securities is met and documentation is complete. Evaluate existing systems and processes and develop recommendations for improvement.

Serve as a Contract Manager on contracts associated with the section, develop training for staff and stakeholders and attends required training. Perform other duties as assigned.
