General description The Comptroller's office is seeking a PTAD Programs Area Manager in the Property Tax Assistance Division. This role performs seniorlevel managerial work administering the daily operations of the PTAD Programs Area, including establishing goals, guidelines, and procedures to ensure timely and accurate outcomes for division statutory responsibilities. Oversees the efforts of PTAD staff for completion and programs in the Data Analysis and Technical Assistance section and the Outreach and Support section, including effectively and timely meeting program statutory requirements. Represents the Property Tax Assistance Division at conferences and industry meetings.

Work Hours Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.
Minimum Qualifications - Graduation from an accredited college or university with a bachelor's degree.
- Eight (8) years' management experience.
- Five (5) years' experience working in government in a state agency, local government, or legislative office.
- Three (3) years' experience developing external communications including writing and editing published information, including administrative rules, publications, large data sets, and informational materials.
Preferred Qualifications - Ten (10) years' management experience.

- Experience in the property tax field.
Licenses/Certifications - Must have or be able to certify as a Registered Professional Appraiser (RPA) or Registered Texas Assessor Collector (RTA) within three years.

- A valid Texas (or state of residency) driver's license and a satisfactory driving record are a condition of employment. Applicants offered an interview must present the following documents at or before the interview: A state issued driving record for the last 36 months; valid Texas driver's license (or state of residency driver's license); and current proof of automobile insurance.
Substitution: - One (1) additional year of fulltime minimum experience in performing property value studies and writing, reviewing and revising appraisal manuals, and rules or an additional year of experience in coordinating and reviewing staff work may substitute for thirty (30 semester hours) of the required education, with a maximum of 120 semester hours (four years).
In this role you will: - Oversees the Data Analysis and Technical Assistance, Outreach and Support, and Property Tax Policy sections by monitoring work performance, developing staff, participating in the hiring process for vacant positions, and resolving employee issues according to agency policy.
- Provides a point of contact for PTAD Programs Area to management, division, and external parties, responding to program inquiries. Gives accurate and complete information verbally and in writing when communicating with other division personnel, coworkers and management.
- Oversees the work of area managers, supervisors, team leads, and employees to ensure timely completion of all statutory responsibilities. Monitors progress to ensure completion of deadlines. Keeps management informed as to progress and potential problems.
- Provides leadership and guidance to area managers, supervisors, team leads, and employees. Serves as a role model, mentor and motivator to employees. Demonstrates professional conduct and adherences to agency policies.
- Evaluates area operations to identify and establish goals and objectives. Develops and approves priorities and standards for achieving goals. Monitors progress in meeting goals and key performance measures.
- Oversees the allocation of resources including planning, organizing and directing projects and workloads among the area staff.
- Oversees area human resources management activities including hiring staff, employee recognition, development, and disciplinary actions. Monitors work performance, reviews evaluations of staff, develops competencies, resolves employee issues, and develops and implements corrective action plans.
- Ensures the professional development of section personnel through activities such as classroom training, on the job training, job rotations, cross training and special assignments and projects.
- Performs ongoing planning functions to meet performance targets and improve operations.
- Oversees development and maintenance of Property Tax System 2, Property Tax Arbitration System and Learning Management System. Identifies areas for technology improvements and requests recourses for teams to work effectively and efficiently.
- During legislative sessions, works closely with and/or provides knowledgeable staff to work with division and agency legislative staff to develop fiscal notes, recommend revisions to proposed legislation to ensure ease of implementation and administration, and monitor hearings. May testify at legislative committee meetings. May provide legislative related trainings.
- Provides information to the public, appraisal districts, taxing authorities and others, including speaking at public events.
- May draft executive correspondence, email and mass mailings within Executive Administration's prescribed turnaround times.
