Pay Range Information

Chapman University is required to provide a reasonable estimate of the compensation range for this position. Job Description Summary

Working alongside the Chief Compliance Officer, the Compliance Programs Manager supports the integrity of the University by driving key elements of the Compliance and Ethics Program. The role leads compliance risk assessment and gap analysis activities, partners with departments to implement mitigation plans, and tracks corrective actions to verified closure. The position manages the annual ethics training program and related communications and completion tracking. The role also manages the whistleblower hotline, coordinating triage, investigations as appropriate, referrals to responsible departments, and follow-through to closeout to verify corrective actions are implemented and effective. The position maintains confidentiality, exercises independent judgment, and escalates high-risk, sensitive, unresolved, or repeat matters promptly to compliance leadership.

Responsibilities
  • Perform compliance risk assessments and gap analyses; partner with departments on mitigation plans and track corrective actions to verified closure.
  • Maintain compliance program procedures, protocols, and records to support consistent execution and appropriate retention.
  • Conduct ongoing compliance monitoring and periodic testing (e.g., targeted reviews, spot checks) to validate implementation of requirements and identify emerging gaps.
  • Provide consultative support to departments by interpreting requirements, advising on practical controls and processes, and helping implement sustainable compliance practices.
  • Prepare dashboards and reporting (hotline activity, corrective actions, training completion) for the Chief Compliance Officer and other stakeholders as assigned.
  • Manage annual ethics training, including content updates, assignment rules, communications, completion tracking, and effectiveness follow-up.
  • Manage the whistleblower hotline and case intake; triage reports; investigate or route to the responsible department; and track matters through closeout to verify corrective actions are implemented and effective, escalating high-risk, sensitive, unresolved, or repeat issues as needed.
  • May supervise student workers by supporting hiring, scheduling, training, and day-to-day task assignment.


Required Qualifications
  • Bachelor's degree from an accredited four-year college or university or equivalent work experience.
  • Minimum of 7 years of experience in compliance program management and/or internal investigations in a complex organization, including hotline/case management, risk assessment/gap analysis, and corrective action tracking to closure.
  • Experience managing annual ethics and compliance training, including communications, assignment rules, completion tracking, and follow-up.
  • Knowledge of and ability to interpret applicable laws, regulations, and standards and translate requirements into practical guidance for departments.
  • Strong communication, interpersonal, and problem-solving skills, with tact, diplomacy, discretion, and sound judgment when working with all levels of the University.
  • Ability to analyze data and records to support compliance monitoring, risk assessments, and investigations, including proficient use of case management, reporting, and common office technology tools.
  • CFE (Certified Fraud Examiner) or CCEP (Certified Ethics and Compliance Professional) preferred; willingness to pursue certification if not currently certified.


Desired Qualifications
  • Experience working in a higher education or similarly decentralized environment, including familiarity with policy implementation, cross-functional coordination, and working with diverse stakeholders.
