The Opportunity

At the Connecticut Lottery Corporation (CLC), integrity is at the heart of everything we do. As we expand both our retail and digital lottery operations, we are seeking a dedicated and forward-thinking Compliance Manager to help safeguard our mission, strengthen regulatory partnerships, and ensure that every aspect of our business operates with transparency, accountability, and trust. This role is an exciting opportunity to play a critical part in protecting one of Connecticut's most impactful public organizations while supporting growth across traditional and emerging gaming channels.

Under the direction of the Director of Compliance, Audit & Security, the Connecticut Lottery Corporation (CLC) Compliance Manager  Retail and iLottery is responsible for managing and strengthening CLC's compliance program across retail and digital lottery operations. The position serves as a key liaison with the Department of Consumer Protection's Gaming Division, ensures compliance with applicable laws, regulations, policies and reporting requirements, and works across the organization to identify, assess and address compliance risks.

The Compliance Manager provides practical compliance guidance to CLC employees and vendors, supports regulatory reviews and investigations, develops effective compliance monitoring and controls, and helps ensure that CLC's retail and iLottery operations are conducted with integrity and in accordance with applicable requirements.

Work Environment

This is a primarily onsite role based at our headquarters in Wallingford, Connecticut. We believe our best ideas come from working together, and our leaders are highly engaged with their teams. KEY DUTIES AND RESPONSIBILITIES
  • Serves as a primary CLC liaison with DCP on retail lottery and iLottery compliance matters, coordinating regulatory submissions, requests, communications and follow-up while ensuring CLC's interests and obligations are appropriately addressed.
  • Develops maintains and continuously improves a comprehensive compliance framework for retail and iLottery operations, including processes for monitoring requirements, regulatory submissions, reporting deadlines, documentation and record retention.
  • Maintains current knowledge of applicable statutes, policies, procedures, regulations and other regulatory requirements and evaluates changes for potential impact on CLC operations. Communicates relevant requirements and recommends appropriate actions to affected business units. This includes but is not limited to the scheduling and filing of all required reports and information and archiving of all communications in an appropriate repository.
  • Partners with Legal and business units to evaluate compliance requirements associated with new games, products, technologies, vendors, system changes and operational initiatives and recommends appropriate controls or risk mitigation measures.
  • Conducts or supports compliance reviews and investigations, including gathering and analyzing information, conducting field reviews or audits as appropriate, documenting findings, and recommending corrective actions.
  • Develops and performs ongoing compliance monitoring, including analysis of retail and iLottery system data, operational activity and other relevant information to identify anomalies, trends, potential violations and emerging compliance risks.
  • Tracks identified compliance issues and corrective actions through resolution and works with responsible business units to ensure appropriate and timely remediation.
  • May participate in anti-money laundering (AML) functions, including filing of Suspicious Incident Reports (SIRs), Suspicious Activity Reports (SARs) and Currency Transaction Reports (CTRs). May assist internal audits through document gathering and analysis.
  • Supports internal audits and other reviews through document gathering, analysis, research and coordination as needed.
  • Maintains complete, accurate and appropriately organized records of regulatory submissions, communications, compliance reviews, investigations and related documentation.
  • Prepares analysis, reports and recommendations for the Director of Compliance, Audit & Security and senior management regarding compliance matters, emerging risks, significant findings, trends and corrective actions.
  • Promotes a strong culture of compliance throughout the organization by helping employees understand regulatory requirements, compliance responsibilities and the importance of protecting the integrity of CLC operations.

KNOWLEDGE, SKILLS AND EXPERIENCE

Qualified candidates must possess a Bachelor's degree with a minimum of five (5) years of progressively responsible experience in compliance, regulatory affairs, audit, risk management or a related field; or an equivalent combination of education and experience may be considered.

Experience in gaming industry management or compliance, especially management of regulations and policies, is encouraged and may be substituted for education credentials.

Ability to understand, interpret, explain, and evaluate compliance with relevant laws, regulations, policies and procedures and translate complex regulatory requirements into clear, practical guidance for business operations.

Prior experience in the lottery or gaming industry, or another highly regulated industry is preferred. Knowledge of and prior experience with Connecticut state regulatory processes is a plus.

Certification in compliance (e.g. Society of Corporate Compliance and Ethics (SCCE)) strongly preferred, or certification in compliance of a highly regulated industry (e.g. Health care, finance, etc.) is a plus.

The successful candidate must demonstrate strong analytical and problem-solving abilities; sound judgment and discretion; the ability to independently manage complex compliance matters and multiple priorities; and the ability to effectively collaborate with and influence stakeholders throughout the organization.

Excellent interpersonal, written and oral communication skills are required, including the ability to communicate complex compliance and regulatory matters clearly and effectively to employees, vendors, regulators and senior management. Ability to apply management principles and techniques is essential to performance.
