Job Title:Compliance Manager

Department: Engineering

Reports To: Vice President of Engineering & Quality

FLSA Status: Exempt

Summary

The Compliance Manager is responsible for handling complex export and/or import situations. Responsibilities include coordination with staff that perform transaction processing and transaction due diligence, analysis of red flags, complex troubleshooting, assisting with training and procedure writing, and management of trade compliance recordkeeping systems, and coordination with business partners, freight forwarders and customs brokers, and various internal departments.

Primary Responsibilities
  • International Trade Compliance (ITC)
    • Ensures International Trade Compliance of operational processes.
    • Implements gate reviews for export and import shipments, technical data, foreign travel, etc.
    • Provides and maintains training records of employees in regards to ITC
    • Serves as a liaison with regulatory agencies and corporate representatives.
    • Maintains the regulatory data, documents, and database as appropriate.
    • Provides transaction guidance cross-functionally.
    • Assists in resolving compliance issues.
    • Manages internal audit programs on trade compliance.
    • Generates performance metrics for export and import processes.
    • Maintains and develops classification databases.
    • Maintains awareness of international activity, trends, upcoming changes to regulations affecting import and export operations, international trade environment, etc.
    • Monitors regulatory and legislative changes, along with maintaining the Import/Export Procedures Manual. Communicates the changes internally, as well as change processes, to comply with updated regulations and laws.
    • Supports 'Empowered Official' Export control activity.
  • General Compliance
    • Perform other compliance-based duties including but not limited to:
      • Conflict Minerals Reporting
      • REACH
      • Small Business Sub-contracting Plans
      • Various Environmental reporting
    • Coordinate and communicate with other department leaders as appropriate
    • Produce and analyze reports from ERP/MRP and other information systems
  • Transact records in trade compliance information systems
  • Analyze transactions for which due diligence indicates potential risk
  • Assist in managing government authorizations throughout their life cycle
  • Work pro-actively with departments to prevent trade disruptions
  • Perform calculations for preferential treatment under Free Trade Agreements
  • Place and release export holds on transactions
  • Analyze contracts and identify trade compliance issues
  • Prepare and verify export shipping documentation for ad-hoc and other non-routine shipments
  • Process and validate non-routine import shipping documentation
  • Troubleshoot, track and trace domestic and international shipments
  • Coordinate shipments with freight forwarders and customs brokers, and with customers or suppliers
  • Monitor and manage trade compliance recordkeeping
  • Perform other related duties as directed
  • Maintain the highest ethical standards, even when challenged from above

Basic Qualifications
  • [U.S.: Familiarity with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) including anti-boycott regulations, sanctions administered by the Office of Foreign Assets Control (OFAC), Customs Regulations (CR), and the Foreign Trade Regulations (FTR).]
  • [non-U.S.: Familiarity with national customs requirements, export licensing, economic sanctions and arms embargos, re-export and retransfer requirements under the U.S. International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), U.S. sanctions administered by the Office of Foreign Assets Control (OFAC), and U.S. anti-boycott regulations.]
  • Strong computer skills including ability to research orders and prepare reports in Enterprise Resource Planning (ERP) or Manufacturing Resource Planning (MRP) information systems, perform spreadsheet calculations, and quickly learn new software tools
  • Strong verbal and written communication skills

  • Capable of working on problems of moderate scope where analysis of situations or data requires a review of a variety of factors, with general instructions on routine work and detailed instructions on new projects or assignments

  • Ability to prepare and review international shipping documents such as commercial invoice, packing list, air waybill, and export license; including consignee information, INCOTERMS, harmonized tariff code and nomenclature, country of origin, customs value, export classification, and license data
  • Bachelor's degree in business, law, engineering, or a related area
  • Minimum three (3) years' experience
  • Experience using Enterprise Resource Planning (ERP) or Manufacturing Resource Planning (MRP) information systems to perform business transactions
  • Experience with export and/or import regulatory compliance and with international business transactions and shipping documents
  • Experience with trade compliance information systems
  • This position must meet "US Person" Export Control Requirements as defined by 22 CFR 120.62 - "US Person means a person who is a lawful permanent resident as defined by 8 U.S.C. 1101(a)(20) or who is a protected individual as defined by 8 U.S.C. 1324b(a)(3)." Or a successful foreign person candidate must be eligible to obtain any required export authorizations."

Preferred Qualifications
  • Experience with the OCR EASE trade compliance information system.
