Full Job Description
The Compliance & Audit Manager will lead, coach, and develop Eligibility staff; establish priorities and workflows; oversee eligibility determinations and recertifications; conduct quality-control reviews and internal audits; and identify opportunities to strengthen accuracy, efficiency, and compliance. The position also serves as an important technical resource to Property Operations and Agency leadership.

This role provides an opportunity to develop broad expertise across Ventura Housing's programs, including LIHTC, HUD Multifamily and Public Housing, USDA Rural Development, HOME, HCD, CalHFA, and Housing Choice Voucher programs. The Manager will monitor regulatory requirements, oversee compliance reporting and audit-ready documentation, maintain critical compliance schedules, and provide training and technical assistance to employees.

You'll also collaborate with Property Operations, Accounting, Asset Management, and Human Resources, participate in lease-up activities and special projects, and help ensure consistent practices across the Agency.

Specific Requirements

Five years of increasingly responsible experience in affordable housing, property management, compliance, or qualifying community-related work

Bilingual English/Spanish skills required

LIHTC certification required

Bachelor's degree or equivalent in management or a related field preferred

Public Housing and USDA Rural Development certifications preferred

Yardi experience preferred

Strong analytical, organizational, communication, leadership, and problem-solving skills

Essential and marginal functions (may) require maintaining the physical condition necessary for sitting and standing for prolonged periods of time in indoor office environment. Must have vision to read printed material and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Must stoop, kneel, reach, stretch, bend, pull drawers open and closed to retrieve and file information. Employee must possess the ability to lift, carry, push, and pull materials and objects up to 25 - 50 lbs. with the use of proper equipment. Have excellent hand strength and the manual dexterity to operate keyboard equipment
