This position is located in the Office of Community Planning and Development (CPD). CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development, Office of Community Development Block Grant - Disaster Recovery (CDBG-DR)

As a/an COMMUNITY PLNG & DVLPMT SPECLST, you will:

  • Provides advice and guidance concerning the interpretation of policies, rules, and regulatory provisions. This includes direct communications and correspondence with field staff, grantees, public interest groups, and others.
  • Monitors and evaluates recipients of CPD Programs and other grants. This process requires planning, scheduling, conducting on-site reviews, analyzing information, coordinating group activities and recommending subsequent actions.
  • Responds through the Division Director to somewhat complex and frequently sensitive written and oral inquiries from grantees, all levels of government, and the private sector, and written inquiries from Congress.
  • Develops policy alternatives and guidelines concerning the use of program resources for recovery from presidentially declared disasters and emergencies, using current programs and specially appropriated funds. Coordinates with all elements of the Department.
  • Develops and or modifies regulations, notices, guidance materials, operating instructions, and procedures that implement statutory requirements and established policies.
  • Meets with representatives of other HUD units to coordinate policies and procedures and to resolve disagreements affecting disaster assistance efforts.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:

- Recommending program policies and procedures for the Community Development Block Grant (CDBG) program at the federal, state, or local government level; AND

- Interpreting and implementing regulations or policy guidance; AND

- Analyzing CDBG data and providing oversight of funded activities.

Specialized Experience for the GS-12, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as:

- Recommending program policies and procedures for the Community Development Block Grant (CDBG) program at the federal, state, or local government level; AND

- Interpreting and implementing regulations or policy guidance.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13 you must have been at the GS-12 level for 52 weeks.

For the GS-12 you must have been at the GS-11level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
