Summary:

Leads long-range installation planning and maintains the Installation Development Plan (IDP). Ensures facility siting, land use, transportation networks, and development actions support installation mission requirements and comply with Air Force and DoD planning standards.

Responsibilities:
• Lead development, maintenance, and annual updates of the IDP and associated district, area, site, and functional plans.
• Ensure IDP content is current, approved, and available through the Comprehensive Planning Platform.
• Review facility siting requests and DD Form 1391 packages for alignment with the IDP, Regulating Plan, and applicable planning requirements.
• Prepare Certificates of Compliance and maintain a facility-siting request log.
• Analyze mission changes, encroachment, environmental constraints, and other factors affecting installation development.
• Prepare annual installation background and planning analyses.
• Serve as the planning liaison with internal stakeholders, local and regional planning agencies, community partners, and the Installation Planning Team.
• Document planning meetings, engagement activities, decisions, and outcomes.

Basic Qualifications:
• Performs other duties as may be assigned.
• This position requires a Common Access Card (CAC), the ability to pass the U.S. Department of Defense (DoD) clearance to acquire a Common Access Card (CAC).
• Prolonged periods of sitting at a desk and working on a computer; may occasionally require standing or moving about the office for extended periods.
• Must pass pre-employment qualifications of Cherokee Federal.

Preferred Qualifications:
• Experience with Air Force installation planning, IDPs, Comprehensive Planning Platform, and DD Form 1391 reviews.
• American Institute of Certified Planners (AICP) certification.
• Experience coordinating with Hawaii state, local, and community planning organizations.

Education, Experience, Knowledge, Skills and Abilities:
• Bachelor's degree in community planning or equivalent from an accredited institution within the 50 United States.
• Minimum five years of community-planning experience.
• Minimum three years of military facility or infrastructure experience.

Work Environment:

Work is performed primarily in a climate-controlled environment.
