Job Description

We're looking for a Community and Regional Relations Advisor to support Laboratory efforts within the local and regional community. The Office of Government and External Affairs (OGEA) Community and Regional Relations Manager, in consultation with OGEA and Laboratory senior management, works to enhance the Laboratory's profile and participation in the Tri-Valley, San Joaquin Valley, and surrounding regional communities by building and maintaining relationships with local government, business and civic leaders, as well as key community and philanthropic stakeholder organizations. The Laboratory's engagement priorities with local and regional communities are in support of a broad array of individual and team-led initiatives. This position is responsible for helping the Laboratory manage, sustain, and potentially increase local and regional engagement. This position is in the Director's Office.

This position will require a blend of in-person, onsite and in-community, as well as virtual presence. You will have the flexibility to work from home one or more days per week.

You will

• Have primary responsibility for the Laboratory's local and regional community and government relations operation, including proactively developing and implementing comprehensive and strategic engagement plans and providing counsel and advice on challenging, critical or highly visible issues of regional significance.
• Coordinate with OGEA's federal and state government engagement operations as appropriate.
• Develop and maintain close working relationships with key local elected officials and their staff, including helping to educate them on Laboratory scientific and technological initiatives and capabilities that could support the area's scientific, technological, and innovation ecosystems.
• Provide community relations support to programs responsible for the Laboratory's environmental cleanup and sustainability efforts, often in coordination with the Office of Strategic Communications.
• Provide leadership in facilitating responses to local government, business, and community requests for information regarding scientific, research or other related Laboratory operations, programs, and initiatives.
• Identify, analyze, and resolve complex issues to meet key Laboratory goals and objectives.
• Evaluate opportunities for LLNL to support the region's community, industry, and philanthropic ecosystems, as well as strategic partnership opportunities for LLNL programs and initiatives.
• Represent LLNL in a broad range of local organizations, community settings, and events.
• Help coordinate local government, industry, and community stakeholder visits to the Laboratory, including tour agenda.
• Perform other duties as assigned.

Qualifications

• Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
• Bachelor's degree in political science, public policy, government relations, or a related field, or the equivalent combination of education and related professional experience.
• Ability to work independently or with minimal guidance, while closely coordinating with management and peers within your organization and across the Laboratory.
• Ability to understand and effectively communicate the value of science, technology, and research to diverse audiences.
• Knowledge of local and regional governmental structures and decision-making processes and experience working in or with local or regional government offices, community organizations, and members of the public.
• Experience monitoring and analyzing public-policy, regulatory, environmental, and/or community issues.
• Demonstrated ability to apply the concepts of building and maintaining effective relationships with external organizations to achieve institutional goals and objectives, including influencing and negotiating on matters of significance to the Laboratory.
• Expert problem solving and decision-making skills necessary to independently advise, counsel, recommend, and develop solutions to politically sensitive and/or high-visibility matters.
• Expert oral, written, and communication skills, as well as collaboration and problem-solving skills.

Qualifications We Desire

• Knowledge of LLNL and its mission, structure, and programs.
• Knowledge of or experience working with Department of Energy and/or National Nuclear Security Administration organizations, and their mission, structure, policies, and procedures.
• Knowledge of Federally Funded Research and Development Center rules and regulations.

Pay Range

$202,290- $253,212

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Position Information

This is a Career Indefinite position, open to Lab employees and external candidates.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.

Pre-Employment Drug Test

External applicant(s) selected for this position must pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Per the Department of Energy (DOE), Lawrence Livermore National Laboratory must meet certain restrictions with the use and/or possession of mobile devices in Limited Areas. Depending on your job duties, you may be required to work in a Limited Area where you are not permitted to have a personal and/or laboratory mobile device in your possession. This includes, but not limited to cell phones, tablets, fitness devices, wireless headphones, and other Bluetooth/wireless enabled devices.

If you use a medical device, which pairs with a mobile device, you must still follow the rules concerning the mobile device in individual sections within Limited Areas. Sensitive Compartmented Information Facilities require separate approval. Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
