Position SummaryAs the Communicable Diseases Grants Manager, you will provide comprehensive grant management, contract administration, and fiscal oversight for complex federal cooperative agreements and state funded public health programs supporting communicable disease prevention activities.
Responsibilities include:
- Serving as the grant manager for assigned federal cooperative agreements and state funded grant programs supporting HIV, sexually transmitted infections (STI) Hepatitis C, and other communicable disease initiatives.
- Administering all phases of the grant lifecycle, including application development, contract administration, budget planning and monitoring, compliance, subrecipient monitoring, reporting, amendments, and grant closeout.
- Working collaboratively with program leadership, fiscal staff, Bureau leadership, and external partners
- Providing technical expertise regarding federal and state grant requirements. This includes interpreting funding guidance, developing recommendations to support program implementation, and ensuring compliance with applicable laws, regulations, and funding requirements.
Salary InformationThe starting pay is between $38.25 to $42.00 per hour (approximately between $79,500 and $87,300 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period will be required.
Pay for current or former employees is set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Grants Specialist - Advanced and is in pay schedule and range 07/03.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

QualificationsMinimally qualified applicants will have all of the following:
- Experience managing grant activities (e.g., grant application development, implementation, report writing, evaluating and monitoring performance measures, etc.).
- Experience providing fiscal support to programs (e.g. analyzing fiscal information and making recommendations, using forecasting techniques, performing procurement duties, developing fiscal monitoring systems, etc.).
- Experience interpreting and applying policies or procedures.
- Experience using Microsoft Suite applications (e.g., Outlook, Excel, Word, PowerPoint, etc.) or other computer software to track and analyze data.
Well-qualified applicants will also have one or more of the following:
- Experience applying for, administering, or managing federal grants or cooperative agreements, including awards from CDC or other components of the U.S. Department of Health & Human Services.
- Experience overseeing administration of funds to local units of government, businesses, non-profit agencies, or other public health programs.
- Experience researching, interpreting, and applying state or local policy and procedures and/or contractual language to financial/grant operations.
