Full Job Description
We are seeking a highly skilled and motivated Commissioning Manager to be part of our team in Peoria, AZ. The successful candidate for this position will have demonstrated Commissioning Management success, broad understanding of Semiconductor Facilities Quality processes, and experience in Startup and commissioning.

The successful individual will be part of a team to execute an existing program for on-going projects, improve business processes, improve performance metrics, and deliver new facilities systems to meet construction milestones critical to enable the company's success. Semiconductor Construction Experience Required. Per-Diem and travel package available.

Responsibilities

Commissioning
  • Lead development of commissioning strategy/scheme for program
  • Lead development of de-commissioning strategy for program
  • Chairs commissioning meetings and updates senior project management on project commissioning progress, targets, and risk elements
  • Liaises with construction teams and project construction teams to fine tune the construction schedule and integrate all the necessary equipment and system components to meet pre-requisites for equipment startup, commissioning, and decommissioning
  • Verifies that the construction contractors uphold contractor's obligations with respect to their commissioning and quality program deliverables
  • Ensures equipment maintenance via the CM is upheld until handover
  • Maintains the warranty program and follows up on completion of warranty tasks
  • Ensures existing LIVE equipment or systems are not impacted commissioning activities by enforcing commissioning process & guidelines
  • Ensures Commissioning Authority responsibilities are delivered per the commissioning process & schedule.
  • Review documentation for completeness and compliance with best commissioning practice and in accordance with requirements
  • Drives the transition of equipment & systems to facilities ownership
  • Perform all activities in a safe and responsible manner and support all Environmental, Health, Safety & Security requirements, and programs

Quality
  • Continue to develop and implement the QA/QC management program
  • Coordinate with the customers representative on all quality matters
  • Prior to the start of construction, meet with the owner or authorized representative to review thedetails of the contractor's Quality Control Plan's components, forms, control activities, testing and any other items toensure a complete and mutual understanding of the QC plan and procedures and alignment with the site Quality Assurance Plan and project specifications.
  • Distribute relevant QA/QC documentation to site subcontractors
  • Verify that all construction activities are in accordance with applicable codes, specifications, and standards
  • Participate in internal and external site audits
  • Have experience with interpreting and enforcing contract requirements, drawings, specifications, and applicablecodes.
  • Control all nonconformance reports and manage to closure
  • Monitor the implementation of the approved site Quality Assurance Plan
  • Coordinate with the site construction manager on all quality issues and provide technical support to the QA Manager
  • Coordinate and chair the QA/QC site weekly meetings with the project's subcontractors QC personnel
  • Assure all technical documents relative to site quality control are utilized
  • Manage Owner's 3rd Party Special Inspection Agencies

Required Qualifications
  • Must have knowledge of the applicable codes and standard for industrial construction, with a preference for chemical process industrial experience. Candidate should have detailed knowledge of ASME B31.3, NFPA 70, NFPA 54 and IBC Chapter 17 as well as general knowledge of other applicable codes and standards.
  • 10 years of large project and construction management experience preferred with strong results in meeting deadlines and cost requirements
  • Demonstrated proficiency and experience with the following tools: Microsoft Office software. Experience with document control and commissioning software such as SharePoint, PM Web, Latista, or other programs would be beneficial.

Preferred Qualifications
  • Chemical Plant or Oil and Gas industry experience strongly preferred
  • Experience working with PSM covered systems and management programs
  • Experience supporting plant scale decommissioning projects

Education & Experience
  • Bachelor's degree in Construction Management, Architecture or Engineering.
  • Minimum 10 years of manufacturing facility construction experience.
  • Minimum 10 years of quality control management or industrial Building Inspector experience.
