Cumming Group is currently hiring a Commissioning Manager to be based in Los Angeles, CA. The Commissioning Manager position is responsible for overseeing the commissioning of large facility projects from design through testing and turnover and support measures for improved system energy efficiency savings, clean energy generation, and energy management. Markets served include Government, Commercial, Healthcare, Hospitality, Institutional, and Mission Critical facilities, with a focus on large and complex projects.

The Commissioning Manager verifies that designed, installed, and tested systems and equipment satisfy specified performance criteria and meet the client’s operational requirements. This position is responsible for client satisfaction, project execution, business development support, and travel related to commissioning assignments.

Essential Duties & Responsibilities:

  • Lead and manage the commissioning process from project initiation through turnover, coordinating owners, design teams, contractors, vendors, and testing providers to ensure successful project delivery.

  • Develop Commissioning Plans and Commissioning Reports, which may include recommendations for optimizing building operations, functional checklists, deficiency logs, equipment operation and maintenance manuals.

  • Review Owner's Project Requirements (OPR) and Basis of Design (BOD) documents and verify alignment with project commissioning objectives.

  • Perform commissioning-focused reviews of design drawings, specifications, and material or equipment submittals at key project milestones and document findings, recommendations, and issue resolution.

  • Maintain commissioning issues logs and coordinate resolution of deficiencies identified throughout design, construction, startup, and functional testing. Track corrective actions and confirm resolution.

  • Perform periodic construction site observations to verify systems are being installed in accordance with design intent and requirements.

  • Verify completion of equipment startup activities, pre-functional checklists, TAB reports, and prerequisite documentation prior to functional performance testing.

  • Develop functional performance test scripts and procedures; witness and document functional performance testing performed by contractors, vendors, and testing providers. Verify testing is conducted in accordance with approved commissioning procedures; document results, observations, deficiencies, and corrective actions.

  • Review and validate contractor, vendor, and third-party testing reports for completeness, compliance, and consistency with commissioning requirements.

  • Verify completeness of project turnover documentation including training records, operation and maintenance manuals, as-built documentation, and system turnover packages.

  • Review, coordinate, and support development of Standard Operating Procedures (SOPs) and Methods of Procedure (MOPs) for critical facility operations and commissioning activities.

  • Perform fundamental and enhanced commissioning in support of client LEED goals.

  • Knowledge of building systems performance and solutions for reducing operational emissions.

  • Perform field energy audits and support development of ASHRAE Level audit reports.

  • Perform energy analysis on rates, and energy cost savings.

  • Identify and provide documentation for energy efficiency project opportunities contributing to Building or campus carbon emission reduction; specifically HVAC and Lighting systems.

  • Manage and provide analysis energy generation or clean energy and battery storage projects.

  • ​Support management of external resources as needed; schedule and direct periodic commissioning and related energy meetings; and attend construction and coordination meetings as required for each project.

  • Interface with clients, contractors, equipment vendors, testing providers, and internal project teams; execute project assignments; and collaborate with engineering, design, and project management staff to support successful project delivery.

  • This position may require travel throughout the U.S.

Knowledge & Skills Required:

  • Experience commissioning HVAC, electrical, plumbing, fire/life safety, controls, central utility plants, or mission critical facility systems.

  • Experience developing commissioning plans, pre-functional checklists, functional performance test procedures, and final commissioning reports.

  • Understanding of relevant technical standards, industry organizations, and best practices, including ASHRAE, CCC (California Commissioning Collaborative), BCA (Building Commissioning Association), ASME (American Society of Mechanical Engineers), SMACNA (Sheet Metal and Air Conditioning Contractors' National Association), and LEED.

  • Strong technical writing, documentation management, and stakeholder coordination skills.

  • Ability to manage multiple commissioning projects simultaneously and effectively communicate with owners, design teams, contractors, and facility operators.

  • Demonstrated ability to monitor scope throughout the project and recommend adjustments when necessary.

  • Demonstrated ability to facilitate resolution of issues among owners, design teams, contractors, vendors, and operators while maintaining project schedule objectives.

  • Excellent written and verbal communication skills.

  • Experience using Microsoft Word, Excel, and Microsoft Project.

Preferred Education and Experience:

  • Bachelor's Degree in Electrical or Mechanical Engineering, Construction Management, or related field.

  • A minimum of 7 years’ experience in the building commissioning process, start-up, facilities management, control systems, test and balance or MEP installation and retro-commissioning; energy related experience preferred.

The salary range for this full-time role is $106,800.00-$142,400.02 per year. Ranges are determined based on the position, geography, client and industry experience and level, and represent a good faith effort to provide a fair and equitable salary. This range reflects base salary only, and not the total compensation package. Cumming Group reserves the right to pay more or less than the posted range, depending on a candidate’s experience, skills, and qualifications, including client requirements.
