Senior Human Resources Officer

Georgia State's Perimeter College is looking for a dynamic and experienced leader for the Senior Human Resources Officer position.

JOB DESCRIPTION

The Senior College HR Officer provides leadership and management for the college's HCM compliance, recruitment, hiring, retention, and employee development objectives. The role reports to the Assistant Dean for Finance and Administration with a dotted line report to the Perimeter College Dean. Success in this role requires the ability to achieve operational excellence and serve as a trusted advisor to the senior leadership of the college in support of the mission and strategic objectives. This position is located on the Decatur campus.

HERE IS WHAT YOU WILL DO

  • Process Improvement & Operational Excellence: Collaborate with Perimeter College and University Human Resources (HR) to update and improve HR processes and procedures. Lead change management initiatives.
  • Department Management & Supervision: Develop department goals aligned with strategic objectives. Manage, lead, supervise, and train HR staff. Oversee the HR unit budget.
  • Faculty Recruitment, Contracts & Renewals: Provide assistance with faculty recruitment, hiring and onboarding to the college faculty affairs office. Ensure adherence and coordination with HR compliance and procedures during the recruitment, hiring and onboarding process.
  • Staff Hiring, Employment & Retention: Coordinate with central HR and managers on recruitment and onboarding. Ensure compliance with regulations. Assist in creating and reclassifying positions. Lead organizational development and training initiatives. Oversee staff performance management.
  • Records Management & Reporting: Coordinate personnel budget and position management. Oversee maintenance of personnel records. Provide HR reporting and analysis.
  • Employee Relations: College contact for employee improvement and performance management. Counsel employees and supervisors to ensure policy compliance.
  • Collaboration & Compliance: Advise college leadership on HR matters. Act as liaison with University HR, faculty affairs and legal affairs. Serve on committees as requested.
  • Perform other related duties as necessary.


**The candidate will be based at the Decatur Campus but will be required to occasionally travel to other campuses as needed.**

Qualifications:

Minimum Requirements:

  • Bachelor's Degree Business, organizational psychology, HR management, or related field.
  • Minimum of seven years direct experience managing and developing teams of HR professionals .
  • Knowledge of federal and state employment law, and higher education policy and regulations relative to Human Resources.
  • Experience utilizing HR information systems to initiate actions and data extraction.
  • Experience with Banner, PeopleSoft/Workday Financials and HR, or similar robust HRIS systems.
  • Demonstrated excellence with organizational development, interpersonal, leadership skills.
  • Demonstrated ability to work independently and engage in responsible decision-making utilizing strong analytical and problem-solving skills.
  • Excellent, demonstrated communication skills. Ability to present to all organizational levels and group sizes.
  • Ability to multi-task, adapt, plan, prioritize, and establish goals.


Preferred Hiring Qualifications:

  • Related HR experience in a university/ higher-education setting preferred. Master's degree in Human resources or related field.
  • SPHR-SC, SHRM-CP or similar certification.
