Job Responsibilities
SC State Housing Finance and Development Authority's (SC Housing) Mortgage Servicing Department services mortgage loans for first time homeowners for low to medium income families for affordable housing. Weare looking to fill the position of Collections and Foreclosure Services Manager with a person that is employee driven and customer oriented that excels in leadership, customer service, attention to detail, ability to multitask, and a commitment to timeliness. Under limited supervision, the manager uses sound judgement to manage the day-to-day activities of the Default, Loss Mitigation, Bankruptcy, and Foreclosure areas within Mortgage Servicing. The manager is responsible for providing expertise and guidance to staff and customers as it relates to required and regulated duties within these functional areas. The manager serves as an integral member of the Servicing Management team to accomplish the mission, values and strategic plan of SC Housing.
Essential duties and responsibilities with this position include, but are not limited to the following:
  • Direct and lead the Default, Loss Mitigation, Foreclosure and Bankruptcy functions.
  • Create a culture of accountability that empowers employees to take ownership for their actions.
  • Foster a positive work environment that promotes continuous communication.
  • Ensure insurer compliance with insurer/regulatory guidelines and internal policies.
  • Oversees MILAR and delinquent loan reporting to all mortgage insurers.
  • Responsible for responding to all internal and audit requests.
  • Responsible for monthly, quarterly, semi-annual reporting to internal and external stakeholders.
  • Stays abreast of all aspects of applicable requirements by review of government and private mortgage insurer handbooks, mortgagee letters, and pertinent instructional handbooks in addition to appropriate laws and other regulations as they relate to delinquent loan servicing.

Minimum and Additional Requirements
A bachelor's degree in business administration, accounting or related field of study and a minimum of three (3) years of fulltime experience in housing finance, banking, real estate and/or other housing related field. Must have a minimum of three (3) years of supervisory, managerial or team lead experience which may run concurrent with professional experience.

*An equivalent combination of education and experience maybe substituted to meet the agency minimum requirements. (i.e.1 year education = 1 year related experience)

Analyze regulations and data in order to prepare recommendations and pro-actively manage in a team environment. Must have exceptional written and verbal communication skills in order to communicate effectively with customers, staff, and peers. Ability to establish and maintain effective working relationships with department staff, coworkers, and external customers. Must be detail oriented and analytical with the ability to organize multiple tasks and set priorities. Ability to make presentations and prepare reports. Ability to work within strict deadlines and meet regulatory compliance. Expected to be innovative and actively seek solutions to streamline activities. Employee is expected to use personal initiative in all areas of job performance. Strong proficiency in Excel. Ability to continuously stand or walk.

Must be able to lift and carry files, books and reports weighingupto20 lbs. Must be able to perform filing, desk work and operate general office equipment. Must be able to sit or stand for prolonged or intermittent periods of time while sharing, gathering or presenting information to other staff members or external parties. Employee must be able to perform these tasks with or without reasonable accommodations.
