This is a fixed-term position anticipated to last 3 years. Definition: Under general supervision, the Energy Code Coordinator & Plans Examiner is responsible for facilitating and supporting the development, communication, education and implementation of the City's building energy codes updates. This position structures and manages the long-term strategy, short-term cycle updates, review and compliance, and support for the City's building energy codes. This includes, but is not limited to, helping develop building policy, educating and training city staff and the building community, conducting energy code review and/or inspections, and networking and collaborating with external organizations and other municipalities on innovative and progressive energy codes. This position works closely with the Chief Building Official and Planning and Development Services staff to coordinate energy code policy development, adoption, and implementation. This position also acts as a plans examiner and inspector, as needed, working with and providing training to inspectors, plans examiners, and electric field engineers to improve awareness of and compliance with building energy codes. A key function for this position is playing a lead role in regional and state partnerships to advance best practices and achieve consistency across jurisdictional boundaries. The specific objectives of this fixed-term position are to improve and maintain building code processes and outcomes related to implementation and enforcement of code requirements in the areas of energy and building performance. Principal Duties: • Lead the development and implementation of strategic building energy codes and process improvements to align with the City's climate and sustainability goals • Broaden engagement with internal and external stakeholders and partners related to building energy code and City goals to achieve better building performance • Develop and deliver training to code officials, plans examiners, and electric utility and sustainability staff • Perform plan review, as needed, using Accela and Bluebeam software and inspect residential, commercial, and industrial installations for compliance with energy code • Build and maintain education and engagement tools and processes for contractors, developers, craftworkers, and property owners with clear instructions and templates for what must be submitted with permit applications • Conduct training on building energy code for contractors, developers, craftworkers, and property owners • Develop and maintain web resources supporting building energy code education and engagement • Leverage internal and external resources to develop tools and processes • Provide timely, fair, and consistent interpretations of energy code updates to internal staff and those in the building community • Continually review the compliance process (permitting and plan review, inspection, etc.) and develop methods for improving review time, compliance rates, and customer satisfaction • Investigate options for encouraging electric-preferred new construction and recommending pathways to exceed the energy code • Track performance metrics and monitor successes and concerns related to the City's building energy codes and develop solutions for concerns • Continually evaluate and plan for code updates and amendments (every 3 years) to work toward City goals and objectives • Establish positive working relationships, cooperation, trust and partnerships with City staff, the building community, residents, associations, and other community partners • Represent the City in interdepartmental, interagency, community and professional meetings as required • Demonstrate understanding of building science, engineering principles, construction documents, and building plans to assess energy code compliance during the permitting, construction, inspection and commissioning processes. • Perform program development and coordination, including budget management, reporting, and public presentation • Demonstrate customer service principles and processes • Read and interpret state and municipal code and other technical documents and equipment specifications • Communicate effectively both orally and in writing and deliver effective presentations and trainings to groups and individuals • Attend and facilitate evening meetings • Coordinate plan review activities with other departments and with outside agencies when necessary. Working Environment: Work is performed primarily in an office environment. Requires occasional light lifting and carrying (up to 15 pounds), occasional driving and correctable vision. Requires occasional walking (1/2-hour increments), standing (1/2-hour increments) and sitting (up to 8-hour increments). Requires frequent reaching, use of fingers, use of both hands, hearing, speaking and writing. Requires frequent reading of documents and confidentiality of work. Requires ability to work with frequent interruptions, problem solving, language usage, detailed work, ability to work under stress, math usage, reasoning, verbal and written communication, and multiple concurrent tasks. Requires occasional non-traditional work hours and occasional use of a vehicle. Requires occasional reading of electrical related maps. Position involves frequent interaction with other City staff and customer contacts, as well as periods of working alone. Qualifications: A combination of education and experience equivalent to a Bachelor's degree from an accredited college or university in mechanical or energy engineering, architecture, construction management or related field and a minimum of 4 years in the building/development industry with related building energy performance experience is required. Direct experience in International Code Council (ICC) review, implementation and enforcement, preferably with energy code (IECC), building performance standards, building benchmarking, energy modeling/rating, construction cost/benefit analysis, etc. is preferred. Special Qualifications: Possession of a valid Colorado Driver's License. Possession of an Energy Plans Examiner, Residential Energy Inspector, or Commercial Energy Inspector Certificate from the International Code Council and/or certifications from recognized organizations such as ASHRAE, Association of Energy Engineers, or RESNET (HERS for multi-family and commercial) is preferred.
