Leidos is seeking an experienced Cloud Operations Manager to lead cloud operations and service delivery initiatives supporting the United States Coast Guard's Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) in Alexandria, VA. In this role, you will lead a high-performing team responsible for delivering secure, reliable, and modern IT services across AWS and Azure cloud environments that support critical Coast Guard missions. You will partner with government leadership and cross-functional technical teams to drive operational excellence, strengthen cybersecurity, modernize cloud services, and improve mission outcomes across the Coast Guard enterprise.
The Cloud Operations Manager plays a central role in ensuring that the contract's IT services and solutions are delivered effectively, efficiently, and in compliance with government regulations and service-level agreements (SLAs). This role bridges program management, technical execution, and customer liaison, with accountability for day-to-day operations. Some of the areas the candidate will be responsible for are service delivery and performance management, customer and stakeholder engagement, incident management, continuous improvement, modernization and people management activities.
Primary Tasks- Lead secure, reliable, and high-performing cloud and IT operations across AWS, Azure, cybersecurity, service desk, and application support environments supporting critical U.S. Coast Guard missions.
- Deliver operational excellence by ensuring contractual requirements, SLAs, key performance indicators (KPIs), and customer expectations are consistently achieved while driving a culture of continuous improvement.
- Serve as a trusted advisor to government stakeholders, providing operational insights, executive-level performance reporting, risk assessments, and strategic recommendations that support mission success.
- Lead, mentor, and develop high-performing technical teams, ensuring the right skills, resources, and priorities remain aligned to evolving operational and mission requirements.
- Strengthen the program's cybersecurity posture by maintaining compliance with federal security frameworks and standards, including FISMA, NIST RMF, FedRAMP, DoD Impact Levels, and Zero Trust initiatives.
- Drive rapid incident response, proactive problem management, and operational governance practices - including Change and Configuration Management - that improve service reliability and minimize mission disruption.
- Partner with agency security leadership to support audit readiness, vulnerability remediation, Authority to Operate (ATO) activities, continuous monitoring, and ongoing compliance efforts.
- Advance cloud modernization initiatives by leveraging automation, cloud-native technologies, Agile delivery practices, ITIL service management, and DevSecOps methodologies to improve operational efficiency.
- Collaborate with cloud engineering teams to optimize cloud architectures, observability, performance, scalability, resiliency, and cost efficiency across mission workloads.
- Lead operational governance through performance management, resource planning, workforce development, and strategic roadmap execution to ensure long-term program success.
- Identify opportunities to enhance service delivery through innovation, automation, and operational best practices that improve customer outcomes and mission readiness.
- Represent the program across cross-functional teams, government stakeholders, and enterprise modernization initiatives, helping shape the future direction of cloud operations supporting the U.S. Coast Guard.
Basic Qualifications: - Bachelor's degree in Information Technology, Computer Science, Engineering, or related field
- 5+ years or prior relevant experience or Masters with 3+ years of prior relevant experience. 2+ years of experience supervising or leading teams or projects.
- 5+ years of IT operations management experience, including 3+ years in a federal contract environment.
- Experience with ITIL-based service management, incident/problem/change/configuration processes.
- Experience with Agile based teams and workflows.
- Strong knowledge of federal IT compliance standards (FISMA, NIST, FedRAMP, RMF).
- Demonstrated ability to manage cross-functional technical teams in high-availability environments.
- Excellent communication and stakeholder engagement skills.
Clearance Requirement: - Current and active Public Trust/ADP1/IT-I.
Preferred Qualifications- PMP or equivalent project management certification.
- ITIL v4 certification.
- CISSP, CISM, or related security certification.
- Prior experience supporting DoD, DHS, or Civilian agencies.
- Certifications
- One or more of the following certs is good to have:
- CompTIA Security+, SysOps Administrator, AWS SysOps Admin, MS Azure Admin, or other Cloud certifications, particularly in Azure and/or AWS.
- Active management certifications such as Project Management Professional (PMP), Certified ScrumMaster (CSM), or other relevant credentials.

Pay Range:Pay Range $107,900.00 - $195,050.00
