The Opportunity:
CACI is seeking a Senior Program Manager to lead a multidisciplinary team supporting the DHS in designing, developing, testing, deploying, documenting, operating, and transitioning mission-specific applications, enterprise data analytics capabilities, and artificial intelligence solutions. The program encompasses agile application development, cloud infrastructure, enterprise data platform implementation, a generative AI product sustainment and enhancement, Azure Commercial/GCC enablement, DevSecOps, and security authorization support. The Program Manager will serve as the primary contractor interface to DHS leadership and will be accountable for coordinating technical delivery, staffing, schedule, cost, quality, cybersecurity, and stakeholder engagement across the program.

Responsibilities:
• Provide overall leadership and accountability for the successful delivery of cloud, data analytics, application development, and AI platform services.
• Serve as the primary contractor interface with the Government Contracting Officer's Representative, Product Owner, technical stakeholders, cybersecurity personnel, and program leadership.
• Lead a multidisciplinary team comprising cloud architects, software developers, data engineers, AI/ML specialists, DevSecOps engineers, and other functional personnel.
• Translate Government priorities into an integrated program roadmap, delivery plan, staffing approach, and measurable program outcomes.
• Manage the design, development, testing, deployment, documentation, and sustainment transition of pilot applications and mission-specific AI and analytics capabilities.
• Oversee agile discovery, requirements development, solution architecture, prototyping, iterative development, testing, user acceptance testing, deployment, documentation, and knowledge transfer.
• Partner with the Government Product Owner to establish and prioritize product backlogs based on mission value, technical dependencies, risk, and available team capacity.
• Establish and facilitate Agile delivery practices, including sprint planning, backlog refinement, daily coordination, demonstrations, retrospectives, and release planning.
• Coordinate the phased implementation and sustainment of a secure and scalable enterprise data platform supporting centralized storage, governed access, data discovery, data engineering, analytics, AI/ML, dashboarding, and secure collaboration.
• Oversee cloud and data platform activities involving Azure, Databricks, data lake architectures, data catalogs, analytics tools, visualization services, and AI/ML integrations.

Qualifications:

Required:
• U.S. Citizenship required
• Ability to obtain DHS EOD Public Trust
• BS/BA + 15 years or equivalency (AA + 17 years of experience, MS + 12 Years of experience or no degree + 21 years of experience)
• 8 or more years of relevant professional experience, including progressively responsible leadership of complex technology programs.
• Demonstrated experience managing multidisciplinary teams delivering cloud, software development, data analytics, or artificial intelligence capabilities.
• Experience leading federal technology programs involving multiple concurrent projects, products, or technical workstreams.
• Demonstrated ability to manage program scope, schedule, cost, staffing, quality, risks, dependencies, and contractual deliverables.
• Experience managing Agile software or product development using prioritized backlogs, iterative delivery, demonstrations, user feedback, and release planning.
• Working knowledge of cloud architecture and delivery within Microsoft Azure or a comparable enterprise cloud environment.
• Understanding of modern application development, data engineering, analytics, AI/ML, DevSecOps, Infrastructure as Code, automation, APIs, monitoring, logging, and containerization.
• Familiarity with Microsoft Simple Chat or similar enterprise AI chat solutions.
• Strong executive communication, facilitation, presentation, writing, and stakeholder-management skills.
• Ability to communicate complex organizational and technical changes in clear language tailored to different audiences.

Desired:
• PMP or other Agile certification such as PMI-ACP, Certified ScrumMaster, SAFe Agilist, or comparable credential.
