Description
IBSS is seeking a Cloud Architect to support GARFO's Technology and Data Management (TDM) division.

The TDM division is responsible for providing web and mobile based applications, technical services and support for approximately 16,000 internal and external customers (fisheries management councils, state and USCG law enforcement, state fisheries management and other fishery management groups, and commercial fishing industry users).

This position is contingent upon contract award.

Key Responsibilities:
  • Implementation of Oracle DBMS in Amazon Web Services (AWS).
  • Data migration from legacy systems.
  • PL/SQL development.
  • Scope data design, architecture, analysis, 5 and PL/SQL development working within Oracle Databases located at NMFS facilities and in AWS.
  • Analyze legacy NOAA Fisheries databases.
  • Create new architectures for these, with the goal of modernizing them and consolidating them where possible.
  • Designing IT architecture and database systems for NOAA on an enterprise level.
  • Define system and application architecture and provide vision, problem anticipation, and problem solving.


Required Skills /Education/ Certifications & Qualifications:
  • B.S/B.A in Computer Science or a related field and 8+ yrs experience in database management and development or a related field
  • Knowledge and extensive experience with Oracle Enterprise Database 19C and above, both on premise and cloud-based, Oracle Cloud Control, SQL Developer, Oracle APEX, and Toad.
  • Demonstrated experience supporting program development through integrated project work group meetings and system reviews for quality and performance
  • Demonstrated success working in a team environment

Desired Skills:
  • Agile Development Methodology experience or similar methodology
