Full Job Description
Position Overview:

MITRE is seeking a visionary leader to manage a mission-driven approach to support the design, delivery, and operation of classified infrastructure to enable the strategy and goals of MITRE's business sectors. Serves as a trusted advisor to Global Security and MITRE National Security sector Senior Leadership Teams, classified infrastructure governance forums, and classified users to ensure:
  • MITRE's classified infrastructure is matured as a discriminator for creating Sponsor value
  • MITRE staffs' access to classified infrastructure is improved and sustained through architecture improvements validated and prioritized by MITRE business sectors
  • MITRE's classified infrastructure is aligned to support business sectors' strategy and enables collaboration with Sponsors on critical mission activities and across geographical boundaries


Impacts MITRE business strategy and operations by supporting new solutions and processes that position classified infrastructure as a key business enabler. Serves as the lead on large, complex classified infrastructure projects as the deployed Global Security mission partner to MITRE National Security (MNS). Extensively analyzes highly complex problems to seek understanding of the underlying issue and root cause of the problem. Improves upon existing solutions, programs and processes using significant conceptualizing, reasoning and interpretation. Requires ability to communicate with senior executive leadership regarding matters of strategic importance to the organization/project. Utilizes expert domain knowledge, professional principles and theories to develop advanced concepts, techniques, solutions and standards. Serves as a subject matter expert within professional area and applies that expertise in a deployed model where success depends on both technical excellence and deep integration with the supported mission organization.

Roles and Responsibilities:

Mission Advocate: Build and maintain strong trusted-advisor relationships with MNS leadership and CI users. Translates MITRE business sector(s) mission and business needs into actionable classified infrastructure priorities while ensuring alignment with enterprise Global Security standards, security requirements, and classified operating procedures. Drive adoption and value realization of CI solutions within the business. Manage SLAs/OLAs with business and monitor service KPIs. Act as the primary escalation point for major incidents or chronic issues.

User Experience: Build and maintain a deep understanding of the classified infrastructure user experience and advocate for efforts to enhance the classified user experience while maintaining compliant operations and classified infrastructure. Provide a clear voice of the customer back to Global Security and help create feedback loops, performance visibility, and escalation paths when service delivery, capacity, or prioritization issues affect mission outcomes. Promote knowledge management tools and repositories to ensure leaders and users of classified infrastructure are well-informed and supported.

Project Management: Efficiently develop, validate, and prioritize classified infrastructure requirements in coordination with MNS sector leaders. Effectively coordinate validated and prioritized classified infrastructure requirements within Global Security for development and operationalization. Advocate for the user experience throughout the design, development and transition to operations of classified infrastructure. Manage the coordination and execution of prioritized projects across Global Security and MNS stakeholders.

Change Management: Drive innovation while managing costs through data-driven rationalization of classified infrastructure footprints. Inform long range and annual capital planning as well as space utilization through data-driven metrics. Implement business process improvement initiatives with classified infrastructure stakeholders to deliver increased value proposition and remove unnecessary barriers to mission. Develop data analytics and reporting products/services to inform classified infrastructure governance decision-making. Leverage Artificial Intelligence as appropriate to enable business transformation objectives. Lead communications relating to capability roadmaps, outages, and major capability launches; set expectations with business stakeholders. Coordinate training/adoption for infrastructure-driven changes that affect end users.

Operational Excellence: Provide strategic leadership to foster operational excellence by establishing clear priorities with well-defined outcomes and measures of success. Drive mission excellence across security services and programs to enable MNS to deliver solutions for the nation's most pressing challenges. Reinforce organizational rigor and discipline through consistent operating procedures, quality-checked through organized self-assessments, continuously improved through after-action reviews and supported by appropriate levels of automation. Elevate security as a respected pillar of MITRE's culture, recognized for safeguarding and accelerating the mission.

Basic Qualifications:
  • Minimum of 12 years of related experience with a bachelor's degree; or 10 years and a master's degree; or a Ph.D. with 7 years' experience; or equivalent combination of related education and work experience.
  • Minimum of 4 years prior experience managing projects or programs.
  • In-depth understanding of security regulations and standards, including NISPOM, ICDs, and STIGs.
  • Experience managing classified infrastructure projects in direct support of a government sponsor.
  • Experience with managing classified infrastructure operations across multiple cleared facilities, including SCIFs, with a focus on maintaining accreditation and compliance.
  • Ability to obtain and maintain a Top Secret security clearance with access to Sensitive Classified Information.
  • Per the U.S. Government's eligibility requirements for a clearance, U.S. Citizenship is required.
  • This position requires a minimum of 50% hybrid on-site.


Preferred Qualifications:
  • Proven track record of successfully managing security and compliance programs across various sponsors and accrediting authorities.
  • Experience with government security reviews, inspections, and related regulatory audits, demonstrating a thorough understanding of compliance requirements and best practices.
  • Experience working across business sectors with proven results on supporting these operations and/or project execution.
  • Experience with designing, implementing and managing security tools and technologies.
  • Experience with developing operating models for security roles to standardize and defend staffing levels.
  • Project Management Professional (PMP) certification
  • Lean Six Sigma certification
