Job Description

Passero Associates is seeking a Civil Project Engineer/Senior Civil Engineer to join our Newburgh, NY office. This position will play a key design role on municipal, private development, K-12, and public infrastructure projects. The successful candidate will independently develop civil site designs, lead grading and stormwater design efforts, prepare construction documents, coordinate with clients and review agencies, and provide technical guidance to junior staff.

Key Responsibilities
  • Develop civil engineering design documents from concept through final design and construction.
  • Lead site grading and drainage design, including drainage pattern development, finished grades, accessibility requirements, and constructability considerations.
  • Perform hydrologic and hydraulic analyses, including SCS/NRCS methodology, time-of-concentration calculations, and pre- and post-development modeling.
  • Design detention/retention systems and stormwater conveyance infrastructure.
  • Design and coordinate water, sanitary sewer, and other site utility systems, including evaluation of utility conflicts and coordination with utility authorities.
  • Prepare complete construction plan sets, technical reports, specifications, and supporting documents for municipal and public bidding...
  • Coordinate with multidisciplinary teams including architectural, structural, and MEP disciplines.
  • Support permitting applications and agency coordination efforts.
  • Provide construction administration support as needed.
  • Participate in client, municipal, agency, and project team meetings.
  • Provide technical oversight and mentorship to CAD staff and junior engineers.

Required Qualifications
  • Bachelor's Degree in Civil Engineering from an ABET-accredited program.
  • Professional Engineer (PE) license in New York or ability to obtain within 12 months.
  • 5-12 years of relevant civil/site design experience.
  • Proficiency in AutoCAD Civil 3D, including surface modeling, grading tools, pipe networks, and plan production workflows.
  • Demonstrated experience independently developing grading and drainage plans, performing stormwater calculations, and preparing supporting drainage reports.
  • Experience preparing construction plan sets for public or municipal bid environments.
  • Strong written and verbal communication skills.
  • Ability to manage multiple design tasks simultaneously while maintaining quality and meeting project schedules.
  • Experience leading civil design efforts on municipal, private development, K-12, or publicly funded infrastructure projects.
  • Experience with drainage modeling software (e.g., HydroCAD, Hydraflow, ICPR, or similar).
  • Experience working in multidisciplinary A/E project environments.
  • Experience coordinating directly with clients, municipalities, regulatory agencies, and utility authorities.
