POSITION PURPOSE:
LBYD Federal is seeking a licensed Civil Engineer to serve as the on-site Site Lead supporting the 50th Civil Engineer Squadron at Schriever Space Force Base, Colorado. The selected candidate will provide civil engineering support for facility, utility, site, infrastructure, and construction requirements while coordinating the daily activities, assignments, schedules, quality reviews, risks, and reporting of the LBYD Federal on-site team.
The Site Lead / Civil Engineer will serve as LBYD Federal's primary on-site contractor representative. The employee will supervise LBYD Federal personnel, maintain the required non-personal services relationship, coordinate with authorized Government representatives, and ensure timely, accurate, compliant, and professionally documented performance.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Coordinate daily assignments, priorities, workload, schedules, deliverables, technical reviews, risks, corrective actions, and status reporting for the on-site team.
• Maintain the task register and track scope, responsible personnel, dependencies, milestones, due dates, quality reviews, Government comments, completion, and acceptance.
• Serve as the primary on-site LBYD Federal point of contact while ensuring employees remain under LBYD Federal supervision.
• Review facility, utility, site, infrastructure, and construction requirements and confirm scope, required inputs, criteria, schedule, and acceptance requirements.
• Conduct field investigations and evaluate existing conditions, utilities, drainage, grading, pavements, constructability, maintainability, safety, and multidisciplinary interfaces.
• Prepare or review scopes of work, calculations, estimates, schedules, sketches, studies, reports, and technical recommendations.
• Apply applicable UFC, UFGS, Air Force, engineering, environmental, and installation criteria.
• Review design and construction submittals, RFIs, substitutions, field conflicts, proposed changes, redlines, and record documents.
• Coordinate civil work with architectural, structural, mechanical, electrical, GIS, CAD, planning, and construction activities.
• Plan and conduct preparer, peer, interdisciplinary, independent technical, and final compliance reviews as appropriate.
• Monitor performance against schedule, accuracy, quality, staffing, safety, access, and compliance requirements.
• Identify and escalate issues requiring Government direction, additional scope, funding, schedule adjustment, or contract interpretation.
• Prepare project status reports, meeting records, action logs, risk records, and corrective-action documentation.
• Support transition, onboarding, access, training, workload assignment, and orderly closeout activities.
• Do not authorize contract changes or direct contractor means and methods; elevate contractual matters through authorized channels.

ADDITIONAL DUTIES AND RESPONSIBILITIES:

• Support recruiting, technical interviews, mentoring, workload forecasting, proposal development, and other duties consistent with the position and contract requirements.

MINIMUM QUALIFICATIONS:
Education and Experience:

• Bachelor's degree in Civil Engineering from an accredited institution.
• Current Professional Engineer license in a U.S. state or territory.
• Minimum of eight (8) years of progressively responsible civil engineering, infrastructure, facility, construction, or project-management experience.
• Experience leading multidisciplinary personnel, assignments, schedules, technical reviews, quality control, and stakeholder coordination.
• Experience with civil/site, grading, drainage, utility, pavement, facility, or infrastructure projects.
• Ability to prepare and review engineering analyses, scopes, calculations, drawings, specifications, estimates, and construction documentation.
• Strong leadership, technical-writing, client-service, organization, and problem-solving skills.
• Proficiency with Microsoft Office Suite and common engineering, scheduling, document-management, or collaboration tools.

Skills and Abilities:

• Ability to lead and supervise an on-site technical team; exercise independent engineering judgment; manage multiple priorities and deadlines; coordinate multidisciplinary work; communicate with senior Government and contractor stakeholders; identify and escalate risk; and deliver accurate, constructible, and compliant technical products.

Special Requirements:

• Must be able to successfully complete applicable federal background and installation-access requirements.
• Must be eligible to obtain and maintain required credentials, including a CAC or DBIDS credential, as applicable.
• Must maintain active Professional Engineer licensure throughout employment in the position.
• Must comply with Schriever Space Force Base security, cybersecurity, records-management, safety, and information-protection requirements.
• Employment is contingent upon contract award, Government funding, and satisfaction of applicable access requirements.
• Occasional local or overnight travel may be required.

PREFERRED QUALIFICATIONS:

• Experience supporting U.S. Air Force, U.S. Space Force, Department of Defense, USACE, NAVFAC, or another federal agency.
• Experience working within or supporting a Civil Engineer Squadron.
• Familiarity with UFC, UFGS, Air Force project development, construction, asset management, and facility systems.
• Experience with Civil 3D, AutoCAD, GIS, BIM, Bluebeam, Microsoft Project, Primavera P6, NexGen IT, or Tririga.
• Project Management Professional certification or comparable management credential.

PHYSICAL DEMANDS:

• Work requires sitting, standing, walking, bending, stooping, climbing stairs or ladders, and moving through facilities and active construction areas. Must be able to wear required personal protective equipment and occasionally lift or carry up to 25 pounds.
• Must be able to use a computer and review electronic and printed technical documents for extended periods.
• Must be able to safely access buildings, exterior sites, uneven terrain, utility areas, and active construction locations.

WORKING ENVIRONMENT:
Work is performed in office, occupied-facility, exterior, utility, and active construction-site environments. The employee may be exposed to weather, dust, noise, moving equipment, uneven surfaces, and other normal construction conditions. Required personal protective equipment and site-specific safety procedures must be followed.
