Civil Engineer Transportation Advanced (State Program Manager) position located in the Division of Transportation System Development (DTSD) offices in the Northwest Region!
This full time permanent position can be headquartered out of -
Eau Claire, Superior or Spooner. This position offers a hybridized work schedule. The position will be headquartered at and required to work from one of the DTSD North west office buildings at least 2 days per week. This schedule may change based on operational needs and organizational requirements. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary Under general supervision, this position performs advanced, independent and innovative technical functions of a professional engineering nature along with responsible administrative and financial management functions in the development and management of Region Improvement Programs.
This position provides technical leadership to the Programming Team in Systems Planning for the Northwest (NW) Region by developing, implementing and maintaining the Region's asset management philosophy, strategy, inventory and plan. This position must balance the financial needs of individual region design and construction projects against long-term financial needs of the Region and the statewide state trunk highway system by performing engineering and economic analyses of all the competing needs compared to the projected available funding. This position is directly responsible for the engineering decisions for the expenditure of the NW Region 3R Program budget (approx. $150 Million). This position is also a member of a statewide team that makes engineering decisions for the expenditure of the Statewide Backbone Program budget (approx. $330 Million). This position also participates on region and statewide teams to determine the application and implementation of special grant funding for the State Highway System and Majors Program funding.
Other activities include special studies/reports related to financial and asset management of the region; assisting the Planning Supervisor in development and implementation of region objectives by reviewing/recommending proposed policy, and procedures, and in the training, guidance and assistance of less experienced staff; interpretation and enforcement of applicable Statutes, Administrative Rules, and established policies and procedures; and maintaining and improving professional skills and knowledge. All work functions are performed under the guidance of, and in accordance with, the Wisconsin Statutes and Administrative Rules, when federal funds are involved, Federal Regulations.

Salary Information This position is in schedule-range 14-13 with an
annual salary of $92,768 - $114,483, plus an additional $2,080/year for the Professional Engineer License and excellent benefits.
A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
A
$3,000 sign-on bonus applies to those who do not have any prior permanent full-time state service in the last five years and agree to remain in the position for one year. The $3,000 will be paid on the first paycheck.
Job Details This position requires the ability to independently travel throughout the Northwest Region as well as occasional statewide travel.
Qualifications Qualified candidates must have the following at the time of application:
- A valid Professional Engineering registration and be able to obtain a Wisconsin PE registration within 3 months if PE registration is from another state
