DESCRIPTION OF WORK
This position focuses on reviewing transportation and waterway projects while applying hydraulic and hydrologic engineering principles. The work supports statewide environmental programs and ensures compliance with important laws and regulations. As a Civil Engineer (Hydraulic), you will perform the following duties:
  • Permit Reviews: Evaluate Chapter 105 and 106 applications to ensure hydraulic designs meet regulatory standards
  • Field Investigations: Conduct site inspections of dams, water obstructions, and wetlands to determine compliance and conditions
  • Technical Assistance: Provide guidance on laws and regulations related to stormwater, flood plain management, and water quality
  • Engineering Analysis: Review erosion and sedimentation control plans and assess technical project documentation
  • Compliance Coordination: Support enforcement decisions and collaborate with specialists to address violations
  • Program Participation: Engage in watershed initiatives, public meetings, and pollution prevention activities

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Norristown. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $73,859 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS

Minimum Experience and Training Requirements:
  • Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate's degree in civil engineering technology or a closely related engineering discipline; or
  • One year of civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.

Special Requirements:
  • This position requires possession of a valid driver's license.

  • PA residency requirement is currently waived for this title.
