Full Job Description
Reporting to the Manager, Asset Management BC, the Civil & Dam Safety Engineer will be part of a multidisciplinary team of engineers and project technicians that maintains and upgrades our British Columbia hydroelectric facilities.

The Civil & Dam Safety Engineer serves as project manager for selected civil and dam safety projects and is accountable for their successful delivery. The role is also responsible for the administration and oversight of the British Columbia Dam Safety Program, ensuring ongoing regulatory compliance and effective implementation of dam safety requirements.

On-site location: Powell River, BC

Salary range: $95,000 - $125,000

Main Responsibilities

  • Champion and promote Health, Safety, Security and Environment (HSS&E) across all activities, and ensure proactive compliance with HSS&E requirements by contractors, consultants, and project teams.
  • Manage the dam safety program and ensure compliance with the Water Sustainability Act and Dam Safety Regulation in British Columbia, applicable Canadian standards, and BRNA's internal dam safety policy:
    • Ensure rigorous follow-up and implementation of dam safety inspection, maintenance, repairs and recommendations arising from the dam safety program.
    • Support operations teams in conducting inspections and reconnaissance visits.
    • Develop internal inspection templates and review third-party inspection reports.
    • Act as the primary point of contact for permitting and regulatory follow-up related to dam safety.
    • Train and inform internal stakeholders on dam safety program requirements.
  • Ensure successful management of Civil & Dam Safety projects, meeting quality, cost, schedule, and HSS&E objectives, including:
    • Leading all project phases from planning through closeout, in compliance with all policies, procedures, HSS&E requirements, frameworks and applicable legal and regulatory obligations.
    • Managing budgets, forecasts, scope, risks, and change control.
    • Managing external consultants and technical resources.
    • Act as a technical expert and liaise with internal and external resources with respect to civil engineering.
    • Overseeing contract administration, including RFPs, tendering, awards, compliance, quality assurance, and finalization.


Required Qualifications

  • Member of a Canadian engineering association in civil engineering.
  • Proven experience in managing industrial or hydroelectric projects. PMP certification or formal training in project management preferred.
  • Demonstrated practical experience and proven expertise in dam safety and associated regulatory requirements.
  • Demonstrated ability to identify and effectively manage HSS&E risks.
  • Well-developed technical understanding and expertise in hydroelectricity, dams, and power generation required to confidently address project-related technical issues, particularly as they pertain to hydraulic structures, dams, and buildings.
  • Strong problem-solving and analytical skills, with the ability to review, interpret, and apply technical specifications, drawings, and documentation.
  • Structured, organized, and disciplined approach to work, with strong communication skills and the ability to clearly convey technical information to diverse internal and external stakeholders.
  • Experience managing multifunctional teams, including contractors, suppliers, and engineering consultants.
  • Ability to operate effectively in a matrix organization and manage multiple competing priorities.
  • Bilingualism (French & English) is an asset
