Human Resources Generalist

Department: Human Resources

Employment Type: Full-Time

Pay Range: $78,000 - $93,000 Annually

Position Summary:

The HR Generalist provides broad Human Resources support to employees and managers throughout Southern California. Responsibilities include employee relations, recruitment, onboarding and offboarding, workers' compensation, leaves and accommodations, HR compliance, and employee records.

This position also serves as an HR field presence throughout Southern California and requires practical knowledge of workplace safety, workers' compensation, modified duty programs, injury reporting, and OSHA/Cal/OSHA requirements. The HR Generalist will observe field operations, identify potential concerns, ensure established procedures are being followed, and escalate issues to appropriate leadership.

Essential Functions:
  • Serve as an HR resource for Southern California employees and managers.
  • Support employee relations matters, investigations, corrective action, performance management, policy interpretation, and conflict resolution.
  • Support recruitment, onboarding, and offboarding activities for union and non-union employees.
  • Assist with leaves of absence, workplace accommodations, employee records, HR compliance, training documentation, and employee inquiries.
  • Support workers' compensation administration, including injury documentation, claim follow-up, work status documentation, and communication with employees, managers, medical providers, and other appropriate parties.
  • Coordinate and monitor modified duty and return-to-work assignments consistent with documented work restrictions.
  • Maintain working knowledge of OSHA and Cal/OSHA injury reporting and recordkeeping requirements, including applicable OSHA 300, 301, and 300A requirements.
  • Conduct periodic visits to Southern California jobsites and operating locations to observe employee practices and identify potential HR, safety, training, or compliance concerns.
  • Participate in workplace and safety investigations as directed, including gathering documentation, employee statements, photographs, training records, and other relevant information.
  • Verify that established company policies, safety procedures, injury reporting requirements, and corrective actions are being followed and escalate concerns to appropriate leadership.
  • Maintain accurate and confidential employee, workers' compensation, investigation, and compliance records.
  • Perform other Human Resources duties and projects as assigned.


Required Qualifications:
  • Minimum 5 years of Human Resources experience, preferably in an HR Generalist role.
  • Workers' compensation experience required.
  • Experience with modified duty or return-to-work programs required.
  • Working knowledge of OSHA and Cal/OSHA reporting and recordkeeping requirements.
  • Working knowledge of workplace safety programs, injury reporting, and incident response.
  • Employee relations and workplace investigation experience.
  • Strong written communication, documentation, organizational, and interpersonal skills.
  • Ability to follow established policies, procedures, SOPs, written instructions, and management direction.
  • Ability to recognize potential workplace concerns and determine when escalation is necessary.
  • Ability to maintain confidentiality involving employee, medical, workers' compensation, and investigation information.
  • Valid California Driver's License and ability to regularly travel throughout Southern California.
  • Proficiency with Microsoft Office and ability to learn company HR systems.


Preferred Qualifications:
  • Bachelor's degree in Human Resources, Business Administration, Occupational Safety, Emergency Management, or related field.
  • Previous safety, EMS, EMT, occupational health, emergency response, or similar field-based experience preferred.
  • Construction, traffic control, utilities, transportation, or similar industry experience a plus.
  • Union experience a plus.
  • Bilingual English and Spanish skills preferred.


Physical and Field Requirements:
  • Regular travel throughout Southern California is required.
  • The position includes visits to active jobsites and operating locations and may require extended periods of driving, standing, walking, and exposure to construction activity, traffic, equipment, weather, and other field conditions.
