General Definition(Transportation)This is supervisory planning work within the City's central planning agency responsible for guiding the physical and environmental development of the city, or in a large operating department responsible for planning, developing, and implementing an aspect of the City's environmental, or transportation programs. Employees perform work in the Planning, Environmental Planning, Urban Design or Airport specialty. An employee in this class, plans, assigns, reviews and coordinates the activities of lower-level planners in the area of specialization. Interacting with other agencies, community and business groups and individuals is significant to the work. Work is performed under the direction of a higher-level city planner or administrative superior.

Notes to Applicants and Projected Exam Information ELIGIBLE LIST: DEPARTMENTAL-ONLY PROMOTIONALOnly a departmental promotional eligible list for the City of Philadelphia's Streets Department will be established as a result of this examination.
Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.
RESIDENCY WAIVERThe Civil Service Commission has waived the usual requirement that candidates must be residents of Philadelphia for one year prior to appointment. Establishment of residency in Philadelphia will be required no later than one (1) year after appointment.
PREFERENCE FOR PHILADELPHIA RESIDENTSCandidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other people receiving an identical test score.
To receive such preference, candidates must respond to the question regarding residence on this application. This response will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.
If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.

IF A TRAINING AND EXPERIENCE EVAULATION IS HELD:TRAINING AND EXPERIENCE EVALUATION:
Applicants will be evaluated and scored based upon their training and experience credentials. Applicants will not be asked to appear to take a scheduled examination.
Scores in the Training and Experience Evaluation will be based on documentation of education and experience provided by the candidate. To receive full credit for your education and experience, you should submit all relevant documentation including college transcripts, licenses, certifications, paid out of class documentation, etc. and provide a detailed description of your education, experience, and credentials.
An Eligible List will be established the week of 11/09/2026. Please note that this date may change.
IF A TRAINING AND EXPERIENCE EVAULATION IS HELD:In accordance with Civil Service Regulation 9.091A, candidates will have 30 days immediately following the date of the test and prior to scoring to review examination questions and key answers and to appeal key answers. After the test has been scored, candidates will have 30 days after the results have been mailed to review their answer sheets to determine if they have been scored correctly and to file a written appeal that will be restricted to an appeal of scoring.
IF AN ORAL EXAMINATION IS HELD:In accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals. In accordance with Civil Service Regulation 9.11, only candidates who have failed the oral examination may appeal to the Civil Service Commission upon the grounds of irregularity, bias, or fraud in the conduct of the oral test. Minimum Acceptable Training and ExperienceThe following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.
ANTICIPATED ELIGIBILITY Candidates who meet all eligibility requirements within 6 months of the application deadline will be admitted to this examination. Successful candidates will be placed on the eligible list but may not be hired or promoted until all requirements have been satisfied.
1. CIVIL SERVICE STATUS:Presently employed by the City of Philadelphia with permanent Civil Service status in the Streets Department with a performance rating of Satisfactory or higher.
AND2. EDUCATION:Completion of a bachelor's degree with major coursework in transportation, city, regional, community planning, or a related field.
AND3. GENERAL EXPERIENCE:Three years of technical planning experience.
AND4. SPECIFIC EXPERIENCE:Two year of advanced performance level experience in transportation planning.
Equivalency Statement Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included completion of a bachelor's degree as an educational minimum and the specific experience as indicated above.
NOTE: Completion of Master's degree program in a field determined to be appropriate to the area of specialization will be considered equivalent to two years of the general experience requirement.
