Position Overview

Title: City Engineer
Department: Public Works & Engineering
Status: Full-Time

POSITION OVERVIEW
**This position may be asked to serve in an Executive Director capacity over (1) or more departments**

This position will be responsible for planning, forming and staffing a City Engineering Department. This will include reviewing, developing and implementing processes and internal systems to manage workflow while performing functions as the City's Chief Engineer, and all duties as assigned by the City Charter.

ESSENTIAL DUTIES
  • Project manages City's development reviews, CIP projects and ensures that projects stay within budget and are delivered on time.
  • Reports regularly on the status of projects to the City Council and the Public.
  • Responds to utility service extension requests and determines commitments to the extension of utility capacity.
  • Performs infrastructure engineering by developing and reviewing contracts, studies, plans, estimates specifications associated with various municipal infrastructure projects; directs engineers in the preparation of plans, details, specifications and technical contracts; interprets plans and specifications and provides advice or guidance to engineers; investigates and analyzes infrastructure deficiencies and conducts field reconnaissance.
  • Reviews and interprets drainage/floodplain analyses and data; issues comments and recommendations; ensures City floodplain ordinance meets current National Flood Insurance Program requirements; investigates drainage complaints; provides appropriate technical information and participating as a member of the Development Services Team.
  • Reviews and interprets technical criteria and specifications, regulatory codes and City standards; provides technical and administrative advice and guidance pertaining to municipal/private infrastructure analysis; assists and responds to private property owners with engineering/infrastructure related inquiries; supervises tasks of Engineering division and reviews applications for driveway permits, blasting permits and construction wells.
  • Provides leadership and administrative direction on major public works activities, including, but not limited to, street maintenance, water and wastewater line maintenance, infrastructure improvements, and construction inspection.
  • Manages the Engineering Department's budget and day-to-day operations.
  • This position, amongst others, has been assigned to a Hutto Hubs group, requiring active contribution and the building of leadership and collaboration skills; this position will serve on a Hub with a specific mission to ensure the organization is consistently moving in a positive direction.
  • Performs other duties as assigned.

KNOWLEDGE, SKILLS, & ABILITIES:
  • Knowledge of civil engineering processes
  • Knowledge of applicable Federal, State, and Local laws, ordinances, and codes that govern construction
  • Skilled in leadership, decision-making, and building collaborative working relationships

  • Skilled in verbal and written communication
  • Ability to identify concerns and recommends solutions; assures that all project and service issues are addressed and resolved in a timely manner

EDUCATION, EXPERIENCE, CERTIFICATIONS, & LICENSES
  • Bachelor's degree in engineering from an ABET/EAC accredited program from an accredited college or university
  • Master's degree may be substituted for 1 year of experience
  • Minimum five (5) years' experience, three (3) of which must include supervision of staff and consultants.
  • Licensed Professional Engineer in the State of Texas

PROFESSIONAL ACTIVITIES
  • Maintain membership in a professional practice organization
  • Maintain membership in, or representation on local, regional and state level committees, planning organizations, and the like representing Hutto in the region.

PHYSICAL DEMANDS
This position is primarily sedentary, requiring an individual to sit at a desk for long periods of time, working on a computer.
Must be able to lift up to 20 lbs.
