Job Description:GDIT is seeking a
Technical Lead to support the
National Institutes of Health (NIH), Center for Information Technology (CIT) for the
Business Applications Services (BAS) Program, specifically the
Web Applications (Web Apps) portfolio. Web Apps supports public-facing and NIH-facing digital properties, enterprise websites, custom web tools, content management solutions, and interactive applications that enable NIH communication, training, and program operations. The Technical Lead provides architectural direction, oversees technical work products, guides modern web application development, and supports release cycles across the Web Apps environment.
The Technical Lead is responsible for designing and developing new code, supporting maintenance tasks, performing architectural reviews, and guiding the contractor team through all technical activities across requirements, design, development, testing, and deployment. The role requires strong leadership across modern web frameworks, experience in enterprise content systems, knowledge of security and accessibility requirements, and the ability to collaborate across CIT, BAS teams, and NIH program stakeholders.
Other responsibilities will include:- Work with system owners, content managers, and technical teams to design, implement, test, and validate capabilities across NIH Web Apps
- Provide technical direction to developers, CMS administrators, UX designers, testers, analysts, and customer support specialists
- Design and develop new code across .NET, Drupal, React, Angular, or other modern frameworks and support maintenance, operations, and enhancements for existing applications
- Develop conceptual and technical designs using OOA and OOD techniques
- Review and sign off on requirements, design, development, and testing outputs for each release cycle
- Oversee implementation and deployment activities, including cloud-based hosting environments and FedRAMP-compliant platforms
- Ensure high-quality technical deliveries and submit incident reports or lessons learned as requested
- Model business processes and integrate Web Apps with NIH enterprise platforms, data services, and authentication environments
- Assess technical tasks and provide level-of-effort estimates for defects, change requests, and enhancements
- Support release planning, scheduling, and assignment of technical tasks
- Advise on future technical initiatives, modernization opportunities, accessibility remediation, and digital platform upgrades
- Mentor junior team members and support team development
Required Qualifications and Skills:- Bachelor's Degree (or equivalent)
- Minimum 10 years of experience in technical leadership of a team
- Minimum 8 years of experience in system integration, development, or package implementations
- Minimum 3 years of experience supporting IT projects of similar size and complexity using similar technologies
- Experience with cloud computing and cloud-based web platforms
- Solid understanding of Requirements, Design, Implementation, Testing, and the Enterprise Performance Life Cycle (EPLC)
- Ability to work with key owners and stakeholders to document requirements
- Ability to learn new technologies quickly
- Ability to obtain and maintain NIH Public Trust
Desired Skills:- Experience supporting Drupal, .NET, React, Angular, or similar environments
- Experience supporting NIH or CIT programs
- Experience leading integration of web platforms with enterprise APIs
- Experience with Section 508 accessibility remediation
- Active NIH badge is a plus
The likely salary range for this position is $188,700 - $255,300. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
