The City of El Paso is recruiting for the position of CID Grant Funded Programs Director.

We are seeking a highly experienced and accomplished professional with a A Bachelor's Degree in Civil, Structural or Construction Engineering or related field.

This position requires a minimum of eight (8) years of professional experience in engineering or in a federally funded project within the public sector, including four (4) years in a managerial capacity. Valid Texas Professional Engineer (PE) License preferred. Some positions may require a Texas Class "C" Driver's License or equivalent issued by another state by time of appointment.

The ideal candidate will be a dynamic and insightful service-oriented leader to direct and oversee third party administrator contracted to initiate and manage to completion City public works and transportation/infrastructure construction projects funded by federal, state and regional planning agencies.

General Purpose
Under administrative direction, direct and oversee third party administrator contracted to initiate and manage to completion City public works and transportation/infrastructure construction projects funded by federal, state and regional planning agencies.

Typical Duties
Direct, plan, administer and oversee and review a citywide CIP budget of federally/state funded projects for systematic construction, maintenance, upgrading and replacement of public buildings, transportation facilities and other City infrastructure. Involves: Manage, direct, and execute oversight of Department of Transportation (TxDOT) and Federal Highway Administration (FHWA) funded programs and projects awarded and assigned to the City to include project identification, call for projects project execution, and project completion/close-out. Monitor progress of construction projects for compliance with design specifications, costs and scheduled stipulations. Review plans and specifications for construction projects, streets and drainage structures. Monitor and oversee additions, deletions and modifications to project proposals. Inspect project completion to assure that all services performed comply with local, state, and federal rules and regulations. Oversee authorizations to initiate projects, release projects funds according to annual and multi-year schedules. Resolve conflicts and issues as related to construction scope of work and specifications. Assure quality control. Analyze financial and legal issues affecting public works programs, urban and regional land use and transportation planning. Serve as the primary contact and liaison between TxDOT, FHWA, MPO officials, Transportation Policy Board (TPB) members, City departments, contractors and regulatory agencies on federally/state funded construction projects. Serve as the Responsible Person in Charge (RPIC) for all TxDOT projects. Review financial processes, transactions and documents to ensure safeguards are in place to minimize fraud, waste and abuse. Review reimbursement pay applications to ensure packages are complete, accurate and on time.
Serve as liaison to TxDOT and MPO ensuring the City of El Paso receives fair share of state and federal funding, utilizing historical data as backup when negotiating additional funding. Involves: Utilizing knowledge of the 12 funding categories as identified in the Unified Transportation Program. Developing and identifying the City's highest priority transportation projects for inclusion in Capital Improvement Plan, in addition to the Transportation Improvement Program as overseen by the MPO. Collaboration with TxDOT to communicate regional transportation needs, additionally aligning city strategic planning efforts with TxDOT identified projects. Identification of data driven recommended projects for the inclusion of the Metropolitan Transportation Plan as required by the MPO. Leveraging state and federal funds to complete design and construction of regionally significant projects. Completion of unfunded project log for both state and federal grant opportunities. Upon recommendation of the Mayor, serve as a member of Transportation Project Advisory Committee to brief member of TPB on upcoming monthly agenda items.
Supervise and direct construction management staff, assigned division units, and multi-discipline consulting engineers. Involves: Plan activities between contractors, consulting engineers and City personnel during the construction phases. Meet with consultants and contractors in regularly scheduled meetings to resolve construction issues. Oversee and coordinate construction activities, monitor project schedules, construction quality control, and project resources to assure compliance with TxDOT, MPO and other state/federal funding agencies' regulations. Appraise performance of construction managers, resident project representatives, and contractors' field supervision. Issue requests for changes in construction personnel based on performance as allowed in the contract documents. Plan activities between contractors, consulting engineers, and City personnel throughout construction project. Review and respond to weekly reports showing status or indicating threats to project completion date, delays, and items requiring immediate attention. Prepare and administer division annual operating budget, administer and review contracts. Involves: Monitor fiscal expenditures of funds for personnel and materials. Oversee multi-million-dollar projects. Set technical specifications and design contract agreements, construction contract agreements, sign off on recommended approval of plans and technical specifications. Monitor adherence to contract technical provisions and deadlines. Administer design agreements for compliance with scope, budget and contract terms. Discuss and resolve issues related to project management and funding. Participate in committee, board and Council meetings to increase project awareness. Participate in department strategic planning initiatives.
Supervise assigned professional, supervisory, and administrative support personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance and review evaluations by subordinates. Provide for training and development; enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes. Enforce safety rules and regulations.
