Description

The Children and Families Program Supervisor provides administration and program supervision, interpretation and assessment of policies, supervision of assigned staff, and management of children and families service programs to assure compliance, efficiency and effectiveness.
Duties and Responsiblities

Essential Duties
  • Develops and implements procedures, policies, caseload and practice standards that are used to evaluate staff and program performance.
  • Collaborates and coordinates program service delivery with other Department and Division staff to effectively carry out the mission of the Department.
  • Develops policies and procedures to ensure coverage of emergency situations during and after hours.
  • Assures implementation of practices and procedures in accordance with state law and DCF/DHS performance standards.
  • Monitors budgets for assigned programs and services, maintains program expenditures within established budget.
  • Works collaboratively with community partners and allied organizations to strengthen working relationships and to provide optimal coordinated services to clients.
  • Responds timely and professionally to public requests for information or assistance.
  • Addresses grievances or issues brought forth by clients.
  • Acts as a liaison to coordinate case management or resolve complex cases with staff.
  • Assures required plans, grants, and reports are submitted in a timely and accurate manner.
  • Coordinates and/or participates as needed with advisory committees or boards, including the Health and Human Services Board.
  • Participates in regional and state-wide organizations to develop new procedures and influence public policy, maintains knowledge of state and federal rules and regulations and stays current on what related agencies are doing.
  • Promotes public awareness of citizen needs, programs and resources.
  • Communicates policies and objectives of assigned area programs to stakeholders.
  • Assists DCF Director in department strategic planning and execution.
  • Assures quality, consistent, timely and responsive customer service

Supervisory Responsibilities
  • Assists in employee interviews and makes staffing recommendations
  • Creates and manages staff work schedules
  • Provides work direction and reviews work for accuracy
  • Provides supervision for after-hours/on-call workers
  • Provides program supervision and case consultation to staff
  • Develops and facilitates required staff training
  • Guides staff through changes in laws, processes, services or programs
  • Responds to employee grievances or special issues; and
  • Conducts regular coaching sessions with employees and annual performance reviews

Education/Experience
  1. Bachelor's degree in social work or closely related Human Service field and five years of full-time experience in public assistance eligibility work; or equivalent combination of education and experience meeting the knowledge, skills and ability demands of this position.
  2. Must be a certified Social Worker by the State of Wisconsin (or higher) or have a similar license level from another state with ability to obtain CSW.
  3. Must have a valid driver's license and reliable transportation.

Certificates/Licenses/Registrations: Certified Social Worker or higher in Wisconsin, or have a similar license level from another state with ability to obtain CSW. Possession of a current valid driver's license or has access to a regular source of transportation, as occasionally required to travel for educational opportunities, off-campus meetings and participation in regional and statewide health and human services related advisory committees, workgroups and projects ( require out-of-state and overnight travel).
