Full Job Description
ICF is currently seeking a Child and Adolescent Psychiatrist to serve as part of a team of clinical and other subject matter experts supporting ACF's mission to foster health and well-being through effective, accountable, and compassionate human services. This project is part of our Prevention of Sexual Abuse project that conducts compliance audits and technical assistance for the Office of Refugee Resettlement provider community. This team's mission is to ensure clinical, behavioral health, disability-related, and psychosocial risk factors are identified and addressed, and that system-wide practices, policies, and provider operations promote safe, trauma-informed, and compliant care environments working in concert to prevent sexual abuse, sexual harassment, and other forms of child abuse and neglect.

This position is expected to last six months, with the potential for extension based on project needs, funding availability, and organizational requirements.

The Child and Adolescent Psychiatrist's alignment to this mission is ensuring that mental health conditions, trauma, and treatment practices are effectively managed to reduce vulnerability to abuse and ensure safe, appropriate responses.

This position is full-time with on-call/after hours availability. The position will require approximately 25% travel to provider sites.

Roles and Responsibilities
  • Oversee quality assurance of psychiatric care, including screening in outpatient and inpatient settings.
  • Increase access to quality mental health care for children.
  • Build capacity of mental health providers and establish referral networks (hospitals, Residential Treatment Centers, secure facilities).
  • Conduct surveillance of mental health conditions among the child populations in ORR's care.
  • Conduct site visits and needs assessments of mental health services.
  • Train stakeholders on mental health best practices and child safety.
  • Participate in cross-ORR workgroups to ensure legal and service compliance.
  • Determine appropriate mental health responses in sexual abuse or harassment cases.
  • Review and assess response protocols for abuse/harassment incidents.
  • Consult on cases involving risk of inappropriate sexual conduct or unmet mental health needs.
  • Provide oversight and guidance on psychotropic medication prescribing and administration.
  • Ensure policies and practices related to psychiatric care meet health, safety, and legal settlement requirements.

Basic Qualifications
  • MD, DO, with active clinical license (psychiatry) with 10 years' experience
  • Specialized training in child and adolescent psychiatry
  • Expertise in trauma and high-risk youth populations
  • Must be able to obtain and maintain a Public Trust Clearance


Preferred Skills
  • Knowledge of migrant/refugee issues, particularly related to children.
  • Experience working for a refugee program.
  • Prior work experience in a consulting environment.

The pay range for this position based on full-time employment is:
$158,819.00 - $269,993.00
