Job Summary

The Child and Adolescent Health Consultant serves as the Minnesota Department of Health's statewide child and adolescent health nursing consultant for Child and Teen Checkups. The position provides administrative guidance, consultation, professional education, standards development, technical assistance, and systems leadership to local and tribal public health agencies, health systems, and providers across Minnesota. The primary work is statewide public health nursing consultation and systems improvement.

Primary Responsibilities:
  • Lead statewide professional education and workforce development activities related to child and adolescent preventative health and Child and Teen Check-ups (C&TC) services to ensure high-quality health care for youth supported by Medical Assistance.
  • Lead statewide implementation and quality improvement initiatives for the C&TC Comprehensive professional education program by providing training, consultation, and technical assistance to local and Tribal public health nurses throughout Minnesota.
  • Provide statewide public health nursing consultation, administrative guidance, and systems leadership to support implementation of child and adolescent preventive care in alignment with statewide C&TC standards.
  • Develop, implement, and maintain statewide C&TC resources, standards, guidance and practice recommendations consistent with national professional standards and federal EPSDT requirements.
  • Maintain professional proficiency and public health knowledge base in child and adolescent health and preventive care.

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota further than 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.

Qualifications

Minimum Qualifications

Four (4) years of experience in a clinical setting managing and/or providing preventative care for children and youth. Experience must include three (3) of the following:
  • Experience in public health nursing practice, consultation, and systems improvement.
  • Experience providing education to adult learners, involvement in workforce development and providing technical assistance.
  • Experience in leading health equity initiatives to improve access and outcomes for children, adolescents, and families.
  • Experience providing statewide consultation and administrative guidance to local and tribal public health agencies, health care providers, health systems, and/or community partners.
  • Experience in project management and/or training facilitation.

AND

Current licensure as a registered nurse or advanced practice registered nurse (APRN) certified by a national nurse certification organization acceptable to the Minnesota Board of Nursing

AND

Current registration as a Registered Public Health Nurse (PHN).

Preferred Qualifications
  • Experience with child and adolescent public health programs and services.
  • Experience working with local and Tribal public health agencies.
  • Experience with standards development, policy implementation, and systems change initiatives.
  • Knowledge of Minnesota public health and health care delivery systems.
  • Experience developing and delivering professional education for multidisciplinary audiences.

Additional Requirements
  • This position requires successful completion of a background check and employment reference check.
  • This employment does not require a valid driver's license, but it does demand occasional travel, which the candidate will be responsible for meeting.
