Job Title: Chief Services Officer

Status: Salaried; Exempt - Full-Time
Pay: $110,260.80 annually
Supervisor: Chief Executive Officer, Board of Directors

GENERAL DESCRIPTION
  • The Chief Services Officer (CSO) is responsible for carrying out all directives from the Chief Executive Officer (CEO) and Board of Directors, with primary responsibility for the leadership, growth, and effectiveness of services provided throughout the organization.
  • The CSO provides executive leadership and direction to Service Directors and other service-related leaders, ensuring the effective delivery of services, achievement of organizational outcomes, and fulfillment of contractual and funding requirements.
  • The CSO is responsible for developing systems, structures, and operational strategies that support service excellence, organizational growth, accountability, long-term sustainability, and the expansion of services and new opportunities.
  • The CSO serves as a strategic bridge between executive leadership and service teams by providing leadership, coaching, guidance, and professional development to directors and emerging leaders throughout the organization.
  • The CSO provides leadership to ensure services remain person-centered and aligned with IRI's commitment to community inclusion, self-determination, Competitive Integrated Employment, and meaningful opportunities for people with disabilities.
  • The CSO develops and maintains strong relationships with Regional Centers, the Department of Developmental Services, the Department of Rehabilitation, Social Security Administration workforce development partners, educational institutions, employers, funders, and community stakeholders.
  • The CSO works collaboratively with executive leadership to strengthen organizational capacity, develop future leaders, monitor service outcomes, and continuously improve the quality and effectiveness of services.


QUALIFICATIONS
  • Bachelor's degree in human services, rehabilitation counseling, social work, public administration, business administration, nonprofit management, or a related field required.
  • Master's degree in a related field preferred.
  • Minimum seven (7) years of progressively responsible leadership experience in disability services, workforce development, rehabilitation services, or a related human services field.
  • Minimum five (5) years of experience supervising managers, directors, or other senior-level leaders.
  • Demonstrated success leading multiple service divisions, departments, programs, or operational teams.
  • Demonstrated experience developing partnerships with regional centers, department of developmental services, department of rehabilitation, and other public agencies, funders, employers, educational institutions, and community stakeholders.
  • Strong knowledge of disability service systems and person-centered practices.
  • Demonstrated ability to lead organizational growth initiatives, strategic planning efforts, and change management processes.
  • Experience working with Regional Centers, the Department of Developmental Services, the Department of Rehabilitation, workforce development systems, and other publicly funded disability service systems preferred.
  • Experience with benefits planning, Social Security work incentives, Competitive Integrated Employment services, and workforce development programs preferred.
  • Strong leadership, communication, organizational, analytical, problem-solving, and relationship-building skills.
  • Strong budget management and financial planning skills.
  • Highly proficient in Microsoft 365, including Outlook, Word, Excel, Teams, OneDrive, and SharePoint.
  • Ability to travel locally, statewide, and occasionally nationally as required.
  • Must possess a valid driver's license, satisfactory DMV driving record, and maintain current automobile insurance.

RESPONSIBILITIES
Essential functions of the job are denoted. The Chief Services Officer assumes the following responsibilities under the direction of the CEO and in collaboration with other members of the leadership team and their staff.
  • Serve as a member of IRI's Executive Leadership Team.
  • Partner closely with the CEO to execute strategic priorities, organizational goals, and growth initiatives.
  • Develop systems, structures, and processes that support organizational scalability, accountability, and service excellence.
  • Provide leadership during periods of growth, change, innovation, and service expansion.
  • Represent IRI with government agencies, regional centers, funders, strategic partners, employers, and community stakeholders.
  • Lead, mentor, and supervise Service Directors and other assigned service leaders.
  • Provide coaching, guidance, and leadership support to Directors of Services, including the development of operational plans, budgets, staffing, and performance goals.
  • Foster accountability, collaboration, and strong cross-department communication.
  • Build leadership capacity throughout the organization and strengthen succession planning efforts.
  • Oversee service quality across all service areas and regions.
  • Develop and monitor systems that measure service outcomes and utilization, stakeholder satisfaction, and organizational effectiveness.
  • Ensure services are delivered in accordance with Department of Developmental Services requirements, Regional Center expectations, contractual obligations, and applicable federal, state, and local requirements.
  • Promote person-centered, inclusive, and outcome-driven services while leading continuous improvement efforts that strengthen service delivery, organizational performance, and outcomes for people served.
  • Identify opportunities to expand services, strengthen existing service areas, and reach new populations.
  • Develop innovative service models that advance employment, community inclusion, self-determination, and economic mobility.
  • Evaluate expansion opportunities within California and other markets that support organizational growth and long-term sustainability.
  • Lead planning efforts related to organizational growth, service expansion, and new service development.
  • Build systems that allow IRI to scale responsibly while maintaining service excellence and positive outcomes for people served.
  • Develop and maintain strong relationships with Regional Centers, government agencies, workforce development partners, employers, educational institutions, and community organizations.
  • Identify, develop, and support public-sector opportunities that advance IRI's mission, services, and strategic priorities.
  • Support contract development, partnership initiatives, government relations, and service implementation efforts.
  • Provide strategic oversight of benefits planning and counseling services.
  • Expand service capacity supporting individuals navigating Social Security work incentives and employment pathways.
  • Advance employment-first initiatives, career development services, and partnerships that increase access to Competitive Integrated Employment opportunities.
  • Support the development of grants, contracts, fee-for-service opportunities, and diversified funding streams.
  • Collaborate with Finance and executive leadership on revenue forecasting and growth planning.
  • Ensure service expansion initiatives are financially sustainable, operationally feasible, and aligned with IRI's mission and strategic goals.
  • All other duties as assigned by the Chief Executive Officer to support the mission and strategic goals of the organization.


PHYSICAL DEMANDS
