POSITION DUTIES The Chief Revenue Officer reports to the Agency Director and will be responsible for executing the mission critical duties of overseeing and approving all retail sales initiatives; marketing support; lottery game development; creative services and advertising; promotional activity; retailer recruitment strategies; communications; and special events. The CRO will also be responsible for identifying new opportunities to optimize and generate revenue growth.
Executive Responsibilities
- Exhibit leadership, oversight and management to sales operations, creative services, product development and communications departments. Restructure player-facing departments in support of the next level of growth, transitioning to a more contemporary consumer-oriented business model.
- Drive and manage all player-facing aspects of the lottery business. Breaking down departmental "silos" and focusing more on integrated solutions incorporating cross-functional teams across departments.
- Ignite and align sales and marketing strategies for long-term revenue growth. Solidify current retail channel while positioning the Agency for future growth in digital channels. Expand experiential engagement for players.
- Build a revenue plan to include new initiatives including, but not limited to: emerging markets; innovative products; new partnerships; player and retailer promotions; and research. Adopt industry best practices to enable omnichannel focus in anticipation of legislative and/or marketplace opportunities.
- Comprehend demographics and buying behaviors of various player segments to improve organizational focus and drive revenue. Lead the Agency into becoming a more data-driven organization, with enhanced abilities to respond to marketplace variables in real-time.
- Maximize returns to the State in support of funding a variety of programs that benefit all Marylanders.
- Lead by example by mentoring and building high-performing, value-driven teams that collaborate effectively to exceed goals.
- Establish overall policies and procedures for all departments in support of Agency guidelines for loyalty programs, responsible play, retailer compliance and security protocols. Responsibly evolve player engagement.
- Maintain existing vendor relationships and cultivate new connections in support of mission-critical objectives.
- Develop strategic plans and implement policies that are responsive to the mission of the Agency to responsibly grow lottery sales and revenues. Create new opportunities and new revenue streams in support of State beneficiaries.
- Spearhead and monitor the preparation of annual budgets for the areas of responsibility.
- Design, coordinate, oversee and evaluate the work of subordinate directors and managers, handling employee concerns and problems, assigning work, counseling, and recommending disciplinary and other personnel actions.
- Represent the Agency before federal, state and local officials; legislative committees; industry conferences; and trade association events with senior managers and executives of other agencies concerning program activities.
MINIMUM QUALIFICATIONS Education Bachelor's or Master's degree from an accredited college or university in business, marketing, or a related field. MBA preferred.
Experience Ten or more years of retail-based relevant work experience in consumer products or services with oversight of sales, marketing and/or merchandising, product development and/or promotions, and communications and/or special events. Prefer five to ten years of selling, merchandising and/or marketing Lottery products from concept to market.
Self-sufficient with standard PC software programs. Excellent organizational and communication skills required.
