Summary

This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing.

Duties

Help

As a Chief, Policy Program and Legislative Initiatives, you will:

  • Develop and implement major policy, program and legislative initiatives, impacting the full range of public and Indian housing programs.
  • Analyze various program and policy options in the field of public and Indian housing and develop, plan and carry out special studies and analysis regarding high level policy issues; program and funding options; strategic alternatives; cost-benefit assessments; impact assessments; alternative financial or management strategies; or other major concerns related to Departmental policies, programs or legislation.
  • Provide advice and technical insight to the General Deputy Assistant Secretary (GDAS) and other senior Department officials regarding the development of new policies, programs or legislation including providing historical perspective on existing policies, programs, and enabling legislation and providing insight on issues and problems stemming from existing or former programs, policies or legislation.
  • Coordinate implementation of legislative and administrative initiatives throughout Public and Indian Housing, ensuring that the intent of Congress and the Department are followed as well as ensuring that Congressional and agency deadlines are met and that program purposes are advanced to the maximum extent possible.
  • Direct the review and analysis of new or proposed public and Indian housing program policies based on the Department's overall housing objectives and the impact of such policies on current overall housing policy.

The official duty station for this position will be in Alexandria, Virginia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.

Specialized Experience
for this position includes:

  • Providing authoritative advice and guidance to senior management on program and policy issues; AND
  • Developing or analyzing legislative or regulatory proposals; AND
  • Representing an office in interdepartmental, congressional, or private sector meetings or conferences on high priority issues.


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-15 you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
