Requirements

The Chief Operating Officer (COO) is a key executive leadership team member responsible for overseeing the company's day-to-day operational functions. This role is pivotal in driving operational efficiency, ensuring contract compliance, and fostering scalable growth. The COO will implement and manage operational strategies that align with the company's mission, strategic goals, and contractual obligations in the government contracting sector. The ideal candidate brings a strong background in operations management, workforce leadership, and federal acquisition compliance, with a track record of driving organizational performance.

Duties and Responsibilities
  • Direct and oversee all operational aspects of the company, including program execution, quality assurance, service delivery, compliance, and workforce management.
  • Ensure operational effectiveness across departments to meet contract performance objectives, customer satisfaction standards, and internal KPIs.
  • Provide strategic leadership for company-wide initiatives to improve processes, control costs, and enhance efficiency while maintaining compliance with FAR, DFARS, and other federal regulations.
  • Lead, mentor, and manage a diverse leadership team across multiple departments and contract locations, promoting a high-performance, accountable culture.
  • Collaborate with the CEO, CRO, and other executives to align operational plans with long-term business goals and customer requirements.
  • Manage enterprise-level project oversight, risk mitigation, and resource allocation to ensure successful contract delivery.
  • Lead operational planning and workforce development to support organic and inorganic growth strategies.
  • Oversee HR, recruiting, and employee relations policies to ensure workforce engagement and compliance with all labor and government employment standards.
  • Support capture and proposal development efforts by providing operational input, staffing strategies, and cost modeling.
  • Drive implementation of new technologies, tools, and systems to support operational efficiency and scalability.
  • Represent the company in client meetings, performance reviews, and industry events, ensuring effective communication and partnership with government stakeholders.

Education
  • Bachelor's degree in Business Administration, Organizational Leadership, Operations Management, or a related field is required.
  • Master's degree is preferred.
  • Minimum of 10 years of progressive leadership experience in operations, with at least 5 years at an executive level within a government contracting environment.

  • Demonstrated experience managing large-scale federal contracts, teams of 250+ employees, and geographically dispersed operations.
  • Deep understanding of government contracting regulations, contract types, compliance practices, and proposal processes.
  • Proven ability to build, lead, and mentor high-performing teams while fostering a collaborative culture.
  • Strong problem-solving, strategic thinking, and decision-making skills focusing on efficiency and accountability.
  • Excellent communication, interpersonal, and negotiation skills.
  • Must have a Secret Security Clearance.
