Overview

Job Title: Chief Information Officer / Program Lead

Location: Cherry Point, North Carolina

Rivet Operations Company is looking for a Chief Information Officer (CIO)/ Program Lead to serve as the principal technical advisor and program lead at Marine Corps Air Station Cherry Point, North Carolina. This role sets and executes the IT strategy that keeps USMC aviation logistics systems secure, modern, and mission-ready, and advises leadership on emerging technologies such as AI and cloud to enhance readiness.

The CIO is responsible for the overall technical vision for ALD systems and for the accuracy of all contractor data input by program personnel. This role oversees software development, IT infrastructure, and engineering staff; manages IT resources and budgets; directs the modernization, upgrade, and lifecycle support of IT infrastructure; and ensures data security, privacy, and compliance with Department of Navy cybersecurity standards.

Key Responsibilities
• Develop and oversee IT strategies that support 2nd MAW ALD goals, advise leadership on emerging technologies (AI, cloud, etc.) to enhance readiness, and manage the technical vision for ALD systems.
• Oversee software development, IT infrastructure, and engineering team members. • Support management of IT resources and budgets.
• Communicate with vendors.
• Assist in developing digital presentations and documentation.
• Oversee the modernization, upgrade, repair, and lifecycle support of IT infrastructure.
• Ensure data security, privacy, and compliance with Department of Navy (DON) cybersecurity standards, including conducting site visits to ensure cyber hygiene.
• Provide site-level configuration management support for aviation programs of record (e.g., NALCOMIS, ALIS/ODIN), and manage and troubleshoot server operating. systems (e.g., RHEL), including technical training and support for aviation IT systems and communication equipment.

Requirements

Required Qualifications
• U.S. citizenship and ability to maintain a Secret security clearance.
• Master's degree in field of related discipline, or an equivalent combination of education and experience. In lieu of a degree, candidates may qualify with an additional number of years of relevant experience.
• Experience to meet one of these qualifications is desired:
• 7 years' specific experience with an associates degree
• 6 years' general experience with a master's degree.
• 3 years' specific experience with a master's degree.
• Specialized experience that includes understanding of USMC aviation information systems deployment doctrine, Navy program-of-record information systems and applications.
• Experience overseeing technology infrastructure, driving digital innovation, managing IT budgets, ensuring cybersecurity compliance, and leading IT personnel to improve operational efficiency.
• Experience planning and executing projects to ensure timely completion in accordance with established scope.
• Experience assisting in defining project goals, managing resources and teams, mitigating risk, and communicating updates to stakeholders.
• Experience ensuring quality control and leading cross-functional teams from project initiation through deployment.
• Proficiency in Microsoft Office Suite.
• Excellent verbal and written communication skills.

Physical Requirements:

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.
