Position SummaryThe Chief Information Officer (CIO) is accountable for defining and executing the enterprise technology strategy that supports MoneyPass Group and Goodacre business objectives, client commitments, operational resilience, growth, and risk management. As a member of the executive leadership team, the CIO will lead information technology, cybersecurity, enterprise architecture, infrastructure, applications, data and analytics, technology operations, and technology-enabled transformation.
The CIO will operate as a business leader and trusted advisor, translating commercial and operational priorities into a disciplined technology roadmap. The role will balance innovation and speed with security, reliability, regulatory discipline, and prudent financial management across payments, ATM network, managed services, and related fintech capabilities.
Key Responsibilities1. Enterprise Technology Strategy & GovernanceDevelop and maintain a multi-year enterprise technology strategy and roadmap aligned with corporate, commercial, operational, and financial priorities.
Advise the CEO, executive leadership team, and Board on technology investments, emerging risks, architecture decisions, and innovation opportunities.
Establish decision rights, architecture standards, investment governance, and portfolio prioritization across MoneyPass Group and Goodacre.
Define measurable outcomes for major technology investments, including business benefits, cost, risk reduction, service improvement, and delivery milestones.
Lead evaluation and responsible adoption of cloud, artificial intelligence, automation, analytics, and other emerging technologies.
2. MoneyPass Network & Payments TechnologyProvide executive oversight for the technology supporting MoneyPass network services, ATM connectivity, transaction routing, settlement-related interfaces, network monitoring, and associated client services.
Ensure payments and network platforms are scalable, resilient, secure, and capable of supporting growth in clients, transaction volume, products, and service offerings.
Partner with product, operations, sales, finance, risk, and client teams to translate network and payments requirements into prioritized technology capabilities.
Oversee technology readiness for new clients, client conversions, platform changes, product launches, processor connections, and strategic partner integrations.
Establish performance management for critical payments infrastructure, including availability, latency, incident response, capacity, change success, and recovery readiness.
Drive modernization of legacy platforms and technical debt reduction without compromising service continuity or client obligations.
3. Goodacre Launch, Separation & Operating ReadinessLead technology planning and execution required to establish Goodacre as a secure, scalable, and operationally ready business.
Define the target-state technology operating model, including platforms, applications, infrastructure, cybersecurity, data, service management, vendor support, and internal capabilities.
Oversee technology workstreams associated with separation, transition services, system access, data migration, application rationalization, and operational cutover.
Maintain clear exit plans, milestones, dependencies, service expectations, costs, and risk controls for technology-related transition service arrangements.
Ensure Day 1 and post-launch technology readiness through documented testing, contingency planning, support coverage, issue escalation, and leadership reporting.
Build a practical roadmap that moves Goodacre from transitional solutions to durable target-state capabilities while managing cost, risk, and business disruption.
4. Client Implementation & Service DeliveryProvide technology leadership throughout the client lifecycle, including solution design, implementation planning, integration, testing, launch, ongoing service, and issue resolution.
Create disciplined implementation and change-management practices with clear ownership, acceptance criteria, dependencies, escalation paths, and client communications.
Partner with commercial leadership on technology due diligence, solution feasibility, commitments, pricing inputs, implementation assumptions, and contractual service requirements.
Establish service-level objectives and reporting for client-facing technology services and drive corrective action when performance does not meet expectations.
Serve as an executive escalation point for material client technology issues and ensure root-cause analysis and durable remediation.
5. Cybersecurity, Resilience & Technology RiskOwn the enterprise cybersecurity strategy, security architecture, control environment, incident response, vulnerability management, identity and access management, and security awareness program.
Ensure appropriate alignment with contractual, regulatory, audit, privacy, card-network, and industry requirements applicable to the business.
Oversee business continuity, disaster recovery, backup, crisis management, and recovery testing for critical technology services.
Establish technology risk assessments, control testing, remediation governance, and transparent reporting of material risks and exceptions.
Embed security and privacy considerations into architecture, product development, vendor selection, integrations, and change management.
6. Infrastructure, Cloud & Technology OperationsOversee cloud platforms, networks, end-user technology, enterprise applications, production operations, monitoring, service desk, and technical support.
Establish operational standards for availability, capacity, performance, configuration, patching, observability, incident management, problem management, and change management.
Implement a reliable service-management model with clear service ownership, support tiers, escalation procedures, and performance reporting.
Improve automation, monitoring, and engineering practices to reduce manual effort, service disruption, and time to restore.
Ensure infrastructure and platform decisions support secure scaling, cost transparency, interoperability, and business continuity.
7. Data, Analytics & AI GovernanceDevelop enterprise data governance covering ownership, definitions, lineage, quality, access, retention, privacy, and appropriate use.
Enable reliable management reporting, operational analytics, client insights, and business intelligence through governed data platforms and standards.
Partner with business leaders to identify high-value automation and AI use cases tied to measurable outcomes.
Establish responsible AI governance, including approved use, data protection, human oversight, vendor review, monitoring, and risk management.
Improve accessibility and trust in enterprise data while protecting confidential, client, employee, and regulated information.
8. Financial, Vendor & Contract ManagementDevelop and manage the annual technology budget, long-range investment plan, forecasts, and total-cost-of-ownership views.
Create financial transparency across run-the-business costs, transformation investments, client implementations, transition services, and strategic initiatives.
Lead selection, negotiation, governance, and performance management of strategic technology vendors and service providers.
Ensure technology agreements include clear service levels, security obligations, pricing mechanics, audit rights, continuity protections, performance remedies, and exit provisions.
Identify opportunities to simplify the technology estate, reduce duplication, improve commercial terms, and redirect spending toward strategic priorities.
9. Talent, Organization & LeadershipDesign and lead a high-performing technology organization with clear accountability across architecture, engineering, operations, security, data, applications, service delivery, and program execution.
Recruit, develop, retain, and succession-plan critical technology leadership and specialist capabilities.
Build a culture of ownership, client focus, disciplined execution, security, transparency, and continuous improvement.
Establish workforce and sourcing strategies that appropriately balance employees, contractors, managed services, and strategic partners.
Communicate technology priorities, performance, risks, and decisions clearly to technical and non-technical stakeholders
Required Qualifications- Bachelor's degree in computer science, information systems, engineering, business, or a related field; advanced degree preferred.
- 15 or more years of progressive technology leadership experience, including significant responsibility for enterprise technology strategy and operations.
- Executive-level experience as a CIO, CTO, or comparable senior technology leader in a complex, regulated, or high-availability environment.
- Demonstrated experience leading infrastructure, cloud, cybersecurity, enterprise applications, data, architecture, service delivery, and large-scale transformation.
- Experience in payments, financial services, fintech, banking, ATM networks, transaction processing, or related technology environments strongly preferred.
- Proven ability to manage material operating and capital budgets, strategic vendors, complex commercial agreements, and executive-level stakeholders.
- Demonstrated success leading organizational change, platform modernization, integrations, separations, or transition-service exits.
This role will perform services for The MoneyPass Group, a company that is jointly owned by Fiserv and Bridgeport Partners. Your employment initially will be with Fiserv , and Fiserv will lease your services to The MoneyPass Group through December 31, 2026. As of January 1, 2027, employment with Fiserv will end and employment will transfer to The MoneyPass Group.This role is not eligible to be performed in Colorado, California, District of Columbia, Hawaii, Illinois, Massachusetts, Maryland, Minnesota, New Jersey, New York, Nevada, Rhode Island, Vermont, Virginia, Maine or Washington.
