Job Description

The Chief Information Officer serves as the senior leader responsible for overseeing all aspects of EBCAP's technology operations. This role ensures the organization's technology systems are secure, reliable, scalable, and aligned with strategic goals. Working closely with executive, clinical, operational, and administrative leaders, the CIO translates organizational priorities into technology solutions that enhance service delivery, operational efficiency, compliance, and innovation across the organization.

Key Responsibilities
  • Lead and oversee all Information Technology functions across multiple locations and service lines.
  • Develop and implement technology strategies that support organizational growth and measurable business outcomes.
  • Drive operational excellence through standardized processes, service management, and continuous improvement initiatives.
  • Establish technology performance metrics, service level expectations, and accountability standards.
  • Champion enterprise cybersecurity initiatives, including monitoring, risk management, vulnerability mitigation, and incident response readiness.
  • Ensure compliance with HIPAA and other applicable healthcare, privacy, and cybersecurity regulations.
  • Oversee networking, cloud and on-premises infrastructure, identity and access management, Microsoft 365 services, and enterprise business systems.
  • Maintain reliable, scalable, and resilient technology environments.
  • Lead enterprise technology projects from planning through implementation and adoption.
  • Manage technology operating and capital budgets with a focus on responsible stewardship and value optimization.
  • Evaluate technology investments, licensing agreements, and vendor partnerships to maximize organizational effectiveness.
  • Strengthen governance, risk management, stakeholder engagement, and project communication practices.
  • Coach, mentor, and develop high-performing IT professionals.
  • Build succession plans and support ongoing staff growth and development.
  • Partner with clinical, operational, and administrative leaders to identify and implement technology solutions that improve outcomes.
  • Represent Information Technology in leadership discussions, audits, accreditation activities, and organizational initiatives.

  • Experience in a Federally Qualified Health Center (FQHC), community action agency, behavioral health organization, or integrated healthcare environment.
  • Knowledge of Electronic Health Record (EHR) platforms and healthcare technology ecosystems.
  • Professional certifications related to cybersecurity, cloud technologies, infrastructure administration, service management, or project management.
  • Experience leading enterprise infrastructure modernization and cloud transformation initiatives.
